Richard Potger was affiliated with Curtin University of Technology, now Curtin University, where he served as Overseas Program Manager in the School of Information Systems during the early 2000s. In this capacity, he was involved with programs such as the Bachelor of Commerce in Information Technology, as featured in university promotions and events around 2001-2004. The School of Information Systems was part of the Curtin Business School, placing his work within a business and information technology context.
Potger contributed to scholarly work on information management through collaboration with Graham Pervan, Professor in the School of Information Systems at Curtin Business School. Together, they presented a paper at the IRMA Conference in 2000 titled 'The Practice of Information Resource Management in Australian Government Organisations,' later published as a chapter in the 2002 book Modern Organizations in Virtual Communities. This publication investigates the implementation of Information Resource Management (IRM), a concept originating in the mid-1970s from the US federal government to streamline paperwork and information handling. The authors discuss divergent interpretations of IRM—from narrow technical IT resource control to comprehensive information lifecycle management—and how these have impeded its adoption in Australia. Their empirical survey of IS/IT executives in Australian public sector organizations indicated low overall penetration of IRM practices, varied success rates among adopters, and widespread lack of awareness. These findings contribute to understanding challenges in IRM within government settings. Currently, Richard Potger works as an independent consultant in information technology and services in the Greater Perth Area.
