Thomas Mayne is a Research Fellow in the Department of Politics and International Relations at the University of Oxford. His work focuses on corruption studies, kleptocracy, anti-money laundering, and Central Asian politics. Prior to his academic role, he spent twelve years as a senior campaigner at Global Witness, an NGO investigating links between natural resources and corruption.
Mayne has contributed to major reports on the UK’s kleptocracy problem and the role of professional service providers in enabling corruption. He is a co-author of the book Indulging Kleptocracy: British Service Providers, Post-Communist Elites, and the Enabling of Corruption, published by Oxford University Press in 2025. His research has been shortlisted for the ESRC Impact Prize and has informed policy discussions on counter-kleptocracy strategies. Mayne has also served as a former Visiting Fellow at Chatham House.
