Viacheslav Stepanovych Shobik is the Vice-Rector for Academic and International Relations at Odessa National Polytechnic University, a position he has held since 2011. He possesses a Candidate of Technical Sciences degree, the academic title of Associate Professor, and a Master's degree in Special Materials Technology for Electronic Equipment. Recognized as an Honored Educator of Ukraine, Shobik leads the Department of International Relations and the Department for Organizational Work with Foreign Students. His responsibilities encompass coordinating participation in European Union academic mobility programs like Erasmus+, managing the training of foreign specialists in postgraduate, doctoral, and professional development programs, and overseeing the Council for Foreign Students' Affairs. He establishes direct links with foreign educational institutions, concludes agreements for international cooperation, organizes exchanges for students and postgraduates, and facilitates scientific and technical collaborations with overseas partners. Shobik also supervises practical training for Ukrainian students abroad, controls academic discipline among foreign students, and organizes receptions for international delegations.
In addition to his administrative role, Shobik serves as Associate Professor at the Department of Linguodidactics, contributing to the education of international students. His scholarly work focuses on digital transformation processes in the social and cultural spheres, public sector management, and assessing local economic development via intersectoral interaction concepts. Key publications include the co-authored article 'Management of Digital Transformation Processes in the Sociocultural Sphere' (2021, Actual Problems of Public Administration) with A. V. Bondar, V. V. Komarovskyi, and V. A. Yatsenko, and 'Application of the Concept of Interaction of Public Sectors for Assessing the Effectiveness of Local Economic Development Processes' (2021, same journal). He has also presented on 'Setting Foundations for the Digital Transformation of the Public Sector' at the 2021 All-Ukrainian Scientific-Practical Conference. Through these efforts, Shobik enhances the university's global academic presence and international partnerships.
