Rate My Professor Vilayat Valiyev

Professor Vilayat Valiyev is the Rector of Azerbaijan Technical University, appointed by presidential decree on July 31, 2019, and reappointed on July 29, 2024. A Professor in Econometrics and Economic Statistics since 2013, he earned his doctoral degree in Economic Sciences in 2007 from the Institute of Cybernetics of the National Academy of Sciences of Azerbaijan, specializing in Mathematical and Instrumental Methods of Economics (08.00.13). Previously, he obtained a Candidate of Technical Sciences degree in 1990 from the Institute of Problems of Deep Oil and Gas Fields in the specialty of Development and Exploitation of Oil and Gas Fields (05.15.06). Valiyev graduated from the Faculty of Applied Mathematics at Azerbaijan State University (now Baku State University) in 1983 and received a second degree with honors from the Faculty of International Law at Baku State University between 2000 and 2004. He began his education at the 49th Technical Vocational School in Sumqayit, graduating with a gold medal in 1978.

Valiyev's career spans extensive research and leadership roles. From 1983 to 2003, he progressed through various positions at the Institute of Deep Oil and Gas Deposits Problems under the Azerbaijan Academy of Sciences, reaching Division Director. He served as Director of the Department of Economic Research of Oil and Gas Problems at the Institute of Geology, Azerbaijan National Academy of Sciences, from 2003 to 2011, and as Director of the Institute for Scientific Research on Economic Reforms under the Ministry of Economy from 2009 to 2019. Since 2012, he has been an Associate Professor at Azerbaijan National Aviation Academy. His research interests include exploration, development, and transportation of oil and gas reserves; energy policy and regulation; modeling of socio-economic development; strategic planning and forecasting; and university-industry collaboration. He is the author of 112 scientific works, including more than 40 published abroad, one monograph, and one textbook. Awarded the honorary title of Distinguished Scientist by presidential decree in 2014, Valiyev is a member of the International Association for Energy Economics since 1994, Vice President for Regional Affairs in 2018, Chairman of the Expert Council on Economic Sciences at the Supreme Attestation Commission, Editor-in-Chief of the “İqtisadiyyat” journal, and serves on several editorial boards. He has conducted joint research in the United States on transition economies dependent on single-product exports and energy sectors.
