Wei Jianguo serves as Deputy Director and Researcher at the China Institute for Educational Finance Research (CIEFR), Peking University, where he has been involved in teaching and research since May 2008. Previously, he was promoted to Associate Researcher in August 2010 and to full Researcher status in August 2023. He began his academic career as a Lecturer at Gansu Administrative College from August 1997 to August 2000. Following his doctoral studies, he undertook postdoctoral research in Public Administration at CIEFR from March 2006 to April 2008 and served as a Visiting Scholar at Stanford University’s Graduate School of Education from September 2010 to September 2011. Jianguo holds a Bachelor of Laws degree in Economic Law and International Economic Law from Peking University, obtained between September 1992 and July 1997, and a Doctor of Laws in Economic Law with a focus on Fiscal and Tax Law from the same institution, completed in January 2006 via a combined master’s and doctoral program.
His research focuses on macro systems, higher education finance, and the systems and mechanisms of private education. Notable publications include his 2015 book, Research on the Rule of Law in Central-Local Relations: Fiscal Dimension, published by Peking University Press, and the edited volume International Experience and Chinese Practice of Student Financial Aid (Educational Science Publishing House, 2021). He has published articles such as “Matching and Mismatching in Educational Resource Allocation: An Examination of the Evolution of the U.S. Federal Government’s Role in Basic Education” in Journal of Educational Academic Monthly (2024, No. 2), “Student Loans Promote the Popularization of Higher Education” in China Education Daily (September 2, 2022), and “The Rule of Law in the Division of Educational Responsibilities and Fiscal Expenditure Responsibilities” in Peking University Education Review (2019, No. 1). In English, he co-authored “Inequalities in the Pathway to College in China: When Do Students from Poor Areas Fall Behind?” published in The China Quarterly (2017).
Wei Jianguo is a Standing Council Member of the China Education Development Strategy Society and Secretary-General of its Education Finance Professional Committee. He also serves as Deputy Secretary-General of the Fiscal and Tax Law Research Association under the China Law Society. He has delivered numerous public lectures, including on China’s student financial aid system at an international seminar in Japan (March 2024) and on student loans at Tianjin University of Technology (May 2023).
