About William

William Fleming, DrPH, MSPH, serves as Associate Professor in the Department of Public Health Leadership and Practice within the Health Science faculty at the University of North Carolina at Chapel Hill's Gillings School of Global Public Health. He earned his Doctor of Public Health from the Executive Doctoral Program in Health Leadership in 2020, Master of Science in Public Health in Health Policy and Administration in 1999, and Bachelor of Arts in International Studies with concentrations in Political Science and African Studies in 1993, all from UNC-Chapel Hill. His research focuses on applied implementation science, system science, design thinking, implementation support practice, technical assistance system strengthening, maternal and child health, HIV care and treatment, care for children and families affected by HIV/AIDS, and early childhood development. As Co-Lead of the Executive Doctoral Program in Health Leadership, he also holds adjunct assistant professor appointments in the Departments of Health Policy and Management and Maternal and Child Health.

Fleming's distinguished career spans over two decades in public health. Early roles included Information Specialist on the National AIDS Hotline (1993-1994), U.S. Peace Corps Volunteer in Guinea (1994-1996), and Public Health Analyst at the HIV/AIDS Bureau of the Health Resources and Services Administration (1999-2002). He advanced to HIV/AIDS Program Specialist at Christian Children’s Fund and Manager at Africare, followed by leadership at ChildFund International. Returning to UNC, he has led the Evidence-Based Decision-Making Core for the National Maternal and Child Health Workforce Development Center since 2016, served as Implementation Scientist for North Carolina Integrated Care for Kids (2020-2022), and contributed to various maternal and child health initiatives. Notable publications include "Enhancing Title V Workforce Capacity to Address Complex Challenges: Impact of the National Maternal and Child Health Workforce Development Center" (Maternal and Child Health Journal, 2022), "Putting Implementation Science into Practice: Lessons from the Creation of the National Maternal and Child Health Workforce Development Center" (2019), "Co-Creative Technical Assistance: Essential Functions and Interim Outcomes" (Evidence & Policy, 2018), and "The Use of Implementation Science Tools to Design, Implement, and Monitor a Community-Based mHealth Intervention for Child Health in the Amazon" (Frontiers in Public Health, 2020). His contributions have earned him the UNC Gillings Teaching Innovation Award (2025), Translating Innovative Ideas for the Public Good Award (2025), ELEVATE Fixed Term Faculty Development Award (2025), and MCH Department Teaching Excellence and Innovation Award (2021).
