The Heinz College of Information Systems and Public Policy at Carnegie Mellon University invites applications for an adjunct instructor to teach in the Master of Science in Public Policy & Management (MSPPM) Washington, DC track program.

The MSPPM-DC program prepares graduate students for impactful careers in public policy, government, international development, and management. Courses are delivered in-person at our Washington, DC campus.

We are seeking an adjunct instructor for the following course:

Policy in Action: Legislative Policy Making

This course, taught to second-year Heinz College public policy graduate students, provides a comprehensive overview of how public policy is developed and enacted in the real world. Delivered across one full academic year, the course features 3-4 rotating policy experts who each share insights from their specific policy areas.

We are currently seeking an accomplished practitioner to teach the portion of the course focused on the legislative policy process. This component will cover how to identify, analyze, and track legislation through the various stages of the legislative process. Course topics include:

  • Legislative drafting and the bill referral process
  • Committee hearings, markups, and reports
  • Current floor procedures in the House and Senate
  • The role of the House Rules Committee
  • Reconciling House-Senate differences
  • Understanding legislative documents and resources

Course Details:

  • Schedule: 4 weeks during the fall semester
  • Day/Time: Monday evenings, 6:00 – 8:00 PM
  • Location: Carnegie Mellon University Washington, DC campus

Responsibilities:

  • Develop, organize, and deliver course materials and assessments
  • Engage students through interactive and practical instruction
  • Respond promptly to student inquiries
  • Hold office hours or individual meetings as needed
  • Provide timely and constructive feedback on student work

The salary range is $2,500 - 3,500.

Qualifications

• Accomplished practitioner or academic with at least 10 plus years direct experience or research in the field.

• Master’s or PhD degree in relevant fields preferred

• Recent experience in teaching graduate level or professional courses is preferred.
