Job Description

Duke-NUS Medical School (Duke-NUS) was established through a landmark collaboration between two world-class institutions; Duke University and National University of Singapore, with the objective of providing innovative education and impactful research that enhance the practice of medicine in Singapore and beyond.

The Centre of Regulatory Excellence (CoRE), established at Duke-NUS in 2014, aims to advance regulatory science and health policy in the Asia-Pacific, focusing on South-East Asia. It offers a highly regarded education portfolio for industry professionals and regulators. CoRE also plays a pivotal role in promoting thought leadership, driving policy innovation in health product regulation, global health, and addressing challenges in health systems and regulatory frameworks. Its key focus areas encompass digital health, vaccines & pandemic preparedness, advanced & innovative therapeutics, innovative clinical trials, and medical devices.

Enterprise Singapore appointed CoRE in 2023 to set up and oversee the Standards Development Organisation (SDO) supporting the Biomedical and Health Standards Committee, with a mandate to advance national and international standards.

We are seeking an Assistant Manager/ Manager to drive standardisation initiatives in the Complementary Medicine and Health Products domain. This role requires strong technical coordination, stakeholder engagement, and operational governance within Singapore’s national standards ecosystem. The roles and responsibilities of the successful candidate would include:-

Key responsibilities

  • Provide secretariat leadership for the Technical Committee for Complementary Medicine and Health Products (TC-CMHP) and its working groups (e.g. TCM, Cosmetics, Health Supplements).
  • Identify and evaluate new standardisation opportunities aligned with the Singapore Standards Council’s strategic priorities.
  • Drive the development, review, adoption, and promotion of standards in partnership with regulators, laboratories, industry, academia, and professional bodies.
  • Manage expert working groups to draft, review and refine standards.
  • Facilitate technical meetings to build consensus and progress work items.
  • Coordinate Singapore’s involvement in relevant international standards activities (e.g. ISO committees, global meetings, study missions).
  • Lead stakeholder engagement through workshops, conferences, events, and outreach initiatives.
  • Ensure compliance with governance frameworks, SOPs, and audit requirements.
  • Support audits by funder and hosting organisation.
  • Finance & Operational Oversight
    • Support budgeting, financial tracking, and expenditure monitoring across projects.
    • Manage procurement processes in accordance with institutional and funder requirements.
    • Ensure documentation and financial processes meet audit and governance standards.
    • Support reporting requirements to funders and internal stakeholders.
    • Facilitate financial audits by funder and hosting organisation.

Qualifications

  • Bachelor’s or equivalent in Public Health, Life Sciences, Biomedical Sciences, Laboratory Testing, Regulatory Science, or a related discipline, with at least 4 years’ relevant experience in regulatory affairs, standards development, healthcare product governance, or related sectors.
  • Demonstrated experience in project management involving multi-stakeholder coordination.
  • Knowledge of international standards landscape (e.g. ISO processes) is advantageous.
  • Strong analytical skills with the ability to synthesise technical and regulatory information.
  • Strong stakeholder engagement and consensus-building capabilities.
  • Ability to work independently and manage multiple priorities in a structured, fast-paced environment.
