Document-based competition for the recruitment of an Assistant Professor in the scientific field of
Audiovisuals and Media Production, specializing in Sound and Image, at the School of Technology, Management, and Design of the Portalegre Polytechnic University
1. Pursuant to the provisions of Articles 3, 5, 10-B, 15, and 17 of the Career Statute for Teaching Staff in Polytechnic Higher Education (hereinafter referred to as ECPDESP), approved by Decree-Law No. 185/81 of July 1, as amended by Decree-Law No. 69/88 of March 3, by Decree-Law No. 207/2009 of August 31, which republishes it in the annex, and by Law No. 7/2010 of May 13, in conjunction with the Regulations Governing Competitive Examinations for the Hiring of Teaching Staff in the Teaching Career Track at the Polytechnic Institute of Portalegre, published in Notice No. 5648/2020 in the Diário da República, Series II, of April 2, 2020, it is hereby made public that, by order of June 19, 2026, issued by the President of the Polytechnic Institute of Portalegre, in the exercise of the powers provided for in subparagraph (d) of paragraph 1 of Article 92 of Law No. 62/2007, of September 10, as amended by Law No. 32/2026, of July 20, and in subparagraph (g) of paragraph 2 of Article 29 of Normative Order No. 10/2024, dated April 15, 2024, published in the Diário da República No. 74, Series II, dated April 15, 2024, is hereby open for a period of thirty business days, counting from the date of publication of this notice in the Diário da República, a competitive selection process based on application materials for the recruitment of an Assistant Professor, as provided for in the faculty staffing plan of the Portalegre Polytechnic University, under an indefinite-term civil service employment contract, for the scientific area of Audiovisuals and Media Production, in the specialty of Sound and Image.
2. Work location: Facilities of the organizational units that make up the Portalegre Polytechnic University.
3. Number of positions to be filled: one (1) position.
4. Type of employment relationship to be established: Indefinite-term public service employment contract, subject to a 5-year probationary period, in accordance with Article 10-B of the ECPDESP.
5. Validity period:
5.1 The recruitment process is valid for this vacancy and expires upon its filling or if no candidates apply.
5.2 The recruitment process may also be terminated by a duly justified decision of the President of the Polytechnic Institute of Portalegre, in accordance with the general principles of administrative activity, as well as legal, regulatory, and recruitment process limitations.
6. The following are cumulative requirements for admission to the competition; failure to meet any of them will result in exclusion:
6.1 General Requirements: Meet the general requirements set forth in subparagraphs b) through e) of Article 17 of Law No. 35/2014, of June 20 (General Law on Public Service Employment, hereinafter referred to as LTFP), as currently in force:
a) Be at least 18 years of age;
b) Not be barred from holding public office;
c) Be physically fit and possess the mental profile necessary to perform the duties;
d) Have complied with mandatory vaccination laws.
6.2 Special Requirements:
a) Candidates holding a doctoral degree in the field for which the competition is open may apply, in accordance with the ECPDESP and the provisions of Article 48 of the Legal Framework for Higher Education Institutions, approved by Law No. 62/2007 of September 10, as amended by Law No. 32/2026 of July 20.
b) Possess proficiency in spoken and written Portuguese; candidates who are not from countries where Portuguese is the official language may be required to take specific tests;
c) Candidates for the competitive examination who hold degrees obtained abroad must provide proof of recognition, equivalence, or registration of their doctoral degree, in accordance with applicable national legislation, by the application deadline.
7. Duties and job description for the position: The assistant professor is responsible for the duties set forth in Articles 2-A and 3(4) of the ECPDESP, as currently in force.
8. Salary Grade: Determined in accordance with the compensation system for faculty members in polytechnic higher education, as provided for in Article 35(1) of the ECPDESP, as currently in force, and in Decree-Law No. 408/89, of November 18, as currently in force.
9. Application Procedure:
9.1 Applications must be submitted in hard copy and formalized by completing the electronic application form, which is available on the Portalegre Polytechnic University's website, at http://pae.ipportalegre.pt/repositoryInterface/infoinstitucional/recursoshumanos/recrutamento, addressed to the Rector of the Portalegre Polytechnic University, and delivered in person or sent by mail, by registered mail with acknowledgment of receipt, sent no later than the deadline set for the submission of applications, to the following address: Portalegre Polytechnic University, Praça do Município, No. 11, 7300-110 Portalegre; applications may also be delivered in person at the same address.
9.2 The application must contain the following information:
a) Complete identification (name, marital status, parents' names, place of birth, date of birth, number and date of the citizen's card or other legally recognized document for this purpose, expiration date, residence, ZIP code, telephone number, and contact email address);
b) Academic qualifications and/or professional/academic titles;
c) Category, group, or disciplinary area to which the candidate belongs, length of service as a higher education faculty member, and the institution to which the candidate belongs, if applicable;
d) Any other information that candidates consider relevant to the assessment of their qualifications or that may constitute grounds for legal preference;
e) Identification of the competitive selection process for which you are applying, including the notice number and the date of publication in the Diário da República where this notice was published, or the BEP job posting code;
f) Date and signature.
9.3 The application must be accompanied by the following documents proving compliance with the general requirements set forth in Article 17 of the LTFP:
a) A criminal record certificate proving that the applicant is not barred from holding public office or from performing the duties for which they are applying;
b) A statement confirming that the applicant possesses the physical fitness and mental health necessary to perform the duties for which they are applying;
c) Mandatory vaccination record.
9.4 Along with the application form for the competitive selection process, the applicant must submit the following documents, under penalty of exclusion from the process:
a) A photocopy of the academic degree certificate or other suitable document legally recognized for this purpose;
b) Documents proving compliance with the special requirements set forth in Section 6.2 of this Notice;
c) A detailed, dated, and signed curriculum vitae, which must be structured and presented in accordance with the selection and ranking criteria of the final evaluation system, as set forth in sections 11 and 13 of this Call for Applications, using the form made available online for this purpose at https://pae.ipportalegre.pt/repositoryInterface/infoinstitucional/recursoshumanos/recrutamento, under the menu “Faculty Staff – Competitive Selection Procedures / Forms,” and indicating the supporting evidence for each activity, organized as specified in subparagraph (h) of this subsection;
d) One digital copy of the aforementioned curriculum vitae, as provided for in the preceding subparagraph;
e) One digital copy (CD/DVD/USB drive) of each scientific or professional work mentioned in the curriculum vitae.
f) One digital copy (CD/DVD/USB drive) of the scientific-pedagogical project prepared by the candidate, with a view to its potential contribution to pedagogical quality—in both its theoretical and practical aspects—and to scientific development, applied research, and community service in the disciplinary area of the competitive selection process;
g) Documents supporting any other information that candidates consider likely to influence the assessment of their merit or to constitute grounds for legal preference;
h) Document organization form, available online for this purpose at https://pae.ipportalegre.pt/repositoryInterface/infoinstitucional/recursoshumanos/recrutamento, under the menu “Faculty” – “Competitive Selection Procedures” / Forms, which must clearly link the supporting documents submitted to the items/facts listed in the Curriculum Vitae.
9.5 The application must be structured—under penalty of exclusion—in accordance with the instructions for organizing the application/Curriculum Vitae available at https://pae.ipportalegre.pt/repositoryInterface/infoinstitucional/recursoshumanos/recrutamento
9.6 Documents must be submitted in Portuguese or English.
9.7 Candidates who are faculty members at the Portalegre Polytechnic University are exempt from submitting documents already on file in their individual records; they must, however, state this fact in their application;
9.8 Failure to submit the documents required under the terms of this call for applications, or submission after the stipulated deadline, will result in exclusion from the selection process.
9.9 During the application phase, however, candidates are exempt from submitting the documents referred to in subparagraphs a), b), and c) of section 9.3 of this call for applications, provided that they declare on the application form, under oath, their status regarding these requirements.
9.10 Failure to submit the documents related to the candidate's resume will result in the elements they were intended to substantiate not being evaluated.
9.11 The submission of a false document will result in immediate exclusion from the competition and referral to the competent authority for criminal proceedings.
10. Selection Methods: The evaluation method to be used is curriculum vitae review.
11. Selection and Ranking Criteria for Candidates:
11.1 Pursuant to the provisions of Article 15-A of the ECPDESP, the criteria for selecting and ranking candidates, aimed at assessing their merit for the positions to be filled, are as follows:
a) Technical, scientific, and professional performance, with a relative weight of 40%;
b) Teaching ability, with a relative weight of 30%;
c) Scientific and pedagogical project, with a relative weight of 20%;
d) Other activities relevant to the institution's mission, with a relative weight of 10%.
11.2 The evaluation of candidates' professional history focuses on the relevance, quality, and recency of the activities listed on their résumés. For the technical-scientific and professional components, greater weight is given to the last 5 years compared to previous years.
11.3 In the evaluation of technical-scientific and professional performance, a thematic relevance factor may be applied to each activity as follows: a weighting of 1.0 points if the activity fully falls within the scientific field and specialty for which the position is open; a weighting of 0.50 points if the activity is partially relevant to the scientific field and specialty for which the competition is open; and a weighting of 0 points if the activity falls outside the scientific field for which the competition is open. In this technical-scientific and professional dimension, the jury takes the following parameters into consideration: coordination of research project teams with external evaluation and funding; participation in national and international research project teams with external evaluation and funding; participation in project teams without funding; evaluation of national and international research projects; author or co-author of a technical-scientific book; publication of scientific articles in international scientific journals indexed in the WoS or SCOPUS databases; publication of books or chapters in technical-scientific books by publishers of recognized merit; publication of technical-scientific articles in other peer-reviewed journals or book chapters by other publishers; editing or co-editing of technical-scientific works; participation on editorial boards of scientific journals indexed in the WoS or SCOPUS databases; the publication of technical-scientific articles in peer-reviewed proceedings of national and international conferences; presentation of posters and papers at scientific and/or technical conferences/meetings; the coordination and/or organization of technical-scientific conferences/seminars; participation on scientific committees for technical-scientific conferences/seminars; coordination/co-coordination of a Research Unit evaluated by the FCT with a rating of “Very Good” or “Excellent”; coordination/co-coordination of a research line within a Research Unit evaluated by the FCT with a rating of “Very Good” or “Excellent”; membership in FCT-funded research units rated “Very Good” or “Excellent”; supervision/co-supervision of doctoral dissertations; supervision/co-supervision of postdoctoral research; supervision/co-supervision of master's projects, theses, and internships; supervision/co-supervision of final projects for post and bachelor's degree theses; serving on thesis committees for doctoral dissertations and master's theses; serving on committees for the awarding of the title of specialist; serving on committees for other academic examinations in competitive selection processes for polytechnic or university teaching staff; professional activity; awards and distinctions; and other activities that the jury deems relevant.
11.4 In evaluating teaching ability in the disciplinary area for which the position is open, the selection committee takes the following parameters into consideration: teaching experience in polytechnic and/or university higher education; responsibility for and instruction of courses in the area for which the position is open; training activities in accredited short programs or courses; the development of manuals, textbooks, and other teaching support materials; the development of course syllabi; supervision and guidance of students during internships; organization of national and international educational events; participation in training activities or courses; evaluation of teaching quality; and other activities relevant to pedagogical performance that the jury deems relevant in the disciplinary area—or related areas—for which the position is open.
11.5 In evaluating the scientific-pedagogical project, the selection committee will take into account the potential contribution of the submitted document to the scientific and pedagogical development of the disciplinary area of the competition (the evaluation of the scientific-pedagogical project proposal must take into account the stated scientific, pedagogical, and organizational objectives, considering the applicant's area of specialization and how the proposals align with the institution's mission).
11.6 In evaluating other activities relevant to the mission of the Portalegre Polytechnic University, the jury takes the following parameters into consideration: holding leadership or academic management positions at institutions of higher education (HEIs); participation in committees or working groups that have produced reports; participation in selection committees and student admission processes; community service; participation in self-assessment processes; coordination of or participation in evaluation and accreditation teams for higher education programs; coordination of or participation in projects—not covered in section 11.3—that are relevant to the scientific field for which the position is open; other coordination roles and/or activities.
12. Pursuant to subparagraphs (a) and (b) of paragraph 4 of Article 23 of the ECPDESP, the selection committee may request that candidates submit supplementary documentation related to the curriculum vitae they have provided and may conduct public interviews, under equal conditions for all candidates.
13. Final Score:
13.1 The final quantitative scores for each candidate will be expressed on a scale of 0 to 100 points and are calculated using the following formula:
CF = (DTCP * 0.40) + (CP * 0.30) + (PCP * 0.20) + (OA * 0.10)
where:
DTPC - Component related to Technical, Scientific, and Professional Performance
CP - Component related to Pedagogical Ability
PCP - Component related to the Scientific-Pedagogical Project
OA - Component related to Other Activities Relevant to the Mission of the Portalegre Polytechnic University.
13.2 If there are no grounds for rejecting the applications, the Selection Committee will decide on their approval or rejection based on absolute merit, through a roll-call vote with justification; abstentions are not permitted.
13.3 Candidates are considered approved on the basis of absolute merit if they obtain a final score of 50 points or higher and meet the following cumulative conditions:
a) Have two (2) scientific articles, as first author, published in the last five years in an international scientific journal indexed in Scopus and with an impact factor;
b) Hold a Ph.D. in the field for which the competition is open, in accordance with the ECPDESP and the provisions of Article 48 of the Legal Framework for Higher Education Institutions, approved by Law No. 62/2007 of September 10, as amended by Law No. 32/2026 of July 20.
13.4 All results will be rounded to the nearest tenth.
14. Selection Committee:
14.1 The competition jury is composed as follows:
Chair: Professor Valentim Alberto Correia Realinho, Director of the School of Technology, Management, and Design at the Portalegre Polytechnic University.
In the event of the Chair's absence or inability to serve, he or she will be replaced by Coordinating Professor Vera Lúcia Vintém Barradas Martins of the Portalegre Polytechnic University.
Permanent Members:
a) Associate Professor Rui Manuel de Assunção Raposo, of the University of Aveiro;
b) Associate Professor Tiago Navarro Marques, from the University of Évora;
c) Coordinating Professor Regina Aparecida Delfino, from the Polytechnic University of Tomar;
d) Coordinating Professor, Vera Lúcia Vintém Barradas Martins, from the Portalegre Polytechnic University.
Alternate Members:
a) Full Professor, Miriam Estela Nogueira Tavares, from the University of the Algarve;
b) Associate Professor Luís Carlos Nogueira, from the University of Beira Interior.
14.2 Decisions of the jury:
14.2.1 The jury may deliberate when the Chair and at least two-thirds of its members are present.
14.2.2 Decisions are made by an absolute majority of the votes of the jury members present at the meeting; abstentions are not permitted.
15. Notification to Interested Parties and Decision: The final draft decision is notified to the candidates for the purpose of holding a hearing with the interested parties, in accordance with Articles 121 et seq. of the Code of Administrative Procedure.
16. Notifications are sent by email to the email address provided on the application form.
17. The competition file may be consulted by candidates who wish to do so at the Central Services offices of the Portalegre Polytechnic University, located at Praça da República, No. 11, 7300–110 Portalegre, on business days from 9:00 a.m. to 12:30 p.m. and from 2:00 p.m. to 4:30 p.m., by prior appointment.
18. Documents submitted by candidates will be returned, upon request, at least one year after the conclusion of the selection process, unless the process has been the subject of a legal challenge.
19.
