Assistant Senior Manager (IT Procurement)

Job Description

The Central Procurement Office is seeking a highly motivated and experienced individual to join our Business Partnering & IT Procurement team. The successful candidate will collaborate with both external and internal stakeholders and ensure the success of the team in delivering a full spectrum of procurement activities to meet the dynamic needs of the businesses.

Duties & Responsibilities

Lead category strategies across IT and digital procurement portfolios, including demand analysis, market scanning, supplier performance assessment, and identification of opportunities for consolidation, value optimisation, and risk mitigation including but not limited to :

  • Drive end-to-end sourcing for complex and high-value tenders, including development of tender requirements, evaluation frameworks, commercial assessments, negotiations, and award recommendations
  • Act as Business Partner to faculties and departments, partnering closely with IT, Legal and Finance on commercial, technical and governance matters
  • Lead procurement planning discussions with departments and produce monthly procurement performance insights and spend analysis to support strategic planning and operational excellence
  • Develop and deliver training programmes and procurement clinics for university staff on procurement policies, procedures, and best practices
  • Develop and manage key supplier relationships and contracts
  • Provide end-to-end support and guide users on procurement policy, procedures and system
  • Perform sourcing for IT category of Goods and Services like the Singapore Government tender process
  • As part of tender process, perform review of procurement documents (compliance to university policy and procedures), participate in evaluation of bids, conduct negotiations, prepare recommendation reports and facilitate the approval and award of bids in consultation with users and meet service levels
  • Manage the full set of procurement transactions in the e‑procurement system (publication, bid handling, award processing, PO issuance, goods receipt) with precision and timeliness to deliver consistent service levels
  • Be the single point of contact between users and other specialised departments such as IT, Legal and Finance
  • Any other duties assigned by the Department or the University

Qualifications

  • Bachelor’s degree in any discipline.
  • At least 6 years of procurement sourcing experience. Experience in Singapore Government tender process is an added advantage.
  • Experience in crafting tender specs for IT Application services such as be-spoke development, cloud-based platform (e.g Salesforce), website development, etc.
  • Good understanding of IT Applications Implementation Methodology such as Iterative Waterfall or Agile approach.
  • Ability to write tender recommendation report in English.
  • Good interpersonal, communication, project planning and time management skills
  • Results oriented with a demonstrated commitment to teamwork
  • Familiar with e-procurement systems such as SAP Ariba, iValua, GEP. Coupa
  • Proficient in Microsoft Office (Word, Excel and PowerPoint)
