The Assistant Vice President of Finance & Budget provides strategic leadership and executive oversight for the University’s financial planning, budgeting, and resource management functions. This senior‑level role is responsible for guiding institution‑wide financial strategy, ensuring effective stewardship of resources, and supporting informed decision‑making across academic and administrative units. This position is located in Brookings, SD. This position is a 12-month, full-time, benefits-eligible position.
The Division of Finance & Budget provides strategic leadership and operational support for the university’s financial health. Its mission is to ensure responsible fiscal practices, optimize resource allocation, and maintain compliance with state and institutional policies.
This position is open to regular employees within the Finance and Budget department.

KEY RESPONSIBILITIES:
The Assistant Vice President of Finance & Budget provides executive leadership, institutional stewardship, and strategic oversight for the University’s finance and budget functions. This position is responsible for advancing university‑wide financial strategy, governance, and decision support; ensuring alignment of budget models, compensation implementation, and resource allocation with institutional priorities; and providing executive oversight of centralized shared service operations. The AVP serves as a strategic advisor to senior leadership and represents the University in system‑level, state, and external financial initiatives.

QUALIFICATIONS:
MINIMUM QUALIFICATIONS:
- Master’s degree in business administration, economics, accounting, public administration, or a related field.
- More than 5 years, up to 10 years related financial experience
- Progressive leadership experience in financial management, budgeting, or fiscal strategy within a complex organization, preferably in higher education or the public sector.
- Demonstrated expertise in financial planning, budget development, resource allocation, and financial governance at an institutional or enterprise level.
- Proven ability to provide strategic counsel to senior executives and collaborate effectively across diverse administrative and academic units.
- Strong analytical, communication, and decision‑making skills, with a record of leading high‑performing teams and managing centralized financial or shared‑service operations.
PREFERRED QUALIFICATIONS:
- Proven success in developing long‑term financial strategies, multi‑year budget frameworks, and resource allocation models aligned with institutional priorities.
- Experience leading organizational change, process improvement initiatives, or shared‑service transformations that enhance efficiency, transparency, and service quality.
- Significant senior‑level financial leadership experience in higher education, public administration, or another large, complex, multi‑unit organization.
