Job Description
BASIC FUNCTION
Provides strategic leadership in areas including Workforce and Economic Development (WED) and building and strengthening regional partnerships as they relate to key constituency groups, including employer, labor, government, education, and community partners for the purpose of creating workforce pipelines and improving economic prosperity for the region's residents.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Vice Chancellor, Institutional Advancement & Economic Development or assigned area administrator. Directs the work of area directors, managers, faculty, and classified professionals, and contractors.
CLASS CHARACTERISTICS
This classification is responsible for leading workforce and economic development activities with and through District stakeholders and external partnerships. Work is performed with and through managers, stakeholders, and external partnerships, in collaboration with the District's overall strategic planning.
Education and Experience:
A master's degree and five (5) years of demonstrated experience in workforce development and/or academic administration.
A doctorate and teaching and/or counseling experience in higher education is preferred.
Knowledge of:
- Project management, principles of leadership and cross-sector collaboration in complex systems.
- Training and development best practices.
- Budgetary planning processes.
- Process improvement and policy and procedure development;
- Contemporary issues and challenges in workforce and economic development facing the Inland Empire region and RCCD's colleges and centers.
Ability to:
- Work with diverse community groups/organizations and internal partners.
- Develop, evaluate, and support strong leadership skills among staff.
- Build trust necessary to create durable and productive partnerships.

- Lead and manage a professional staff.
- Provide leadership and strategic direction for regional WED projects, including, but not limited to, the IEDRC, IE Tech Bridge, APEX Accelerator/government procurement programs, Employment Training Panel (ETP), and apprenticeship programs.
- Understand and develop programs and solutions to contemporary issues and challenges in WED facing the region and the District's colleges and centers.
- Build and sustain partnerships, utilize effective problem solving and conflict resolution strategies, and facilitate group planning and decision-making processes,
- Demonstrate clear evidence of sensitivity and understanding of the diverse academic, socio-economic, disability, and ethnic backgrounds of students, staff, and the community.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This classification primarily works in an office and standing in and walking between work areas is occasionally required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and close to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 25 pounds.
The essential functions of this classification must be performed by the incumbents with or without reasonable accommodations.
ENVIRONMENTAL CONDITIONS:
Employee works mainly in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employee may interact with upset individuals in interpreting and enforcing departmental policies and procedures.
Duties and Responsibilities:
REPRESENTATIVE DUTIES:
- Provides strategic leadership for the development of RCCD's Workforce and Economic Development initiatives, including non-District facilities; manages directors responsible for the WED programs and projects, including the Inland Empire Desert Regional Consortium (IEDRC), Inland Empire (IE) Tech Bridge, APEX Accelerator, Employment Training Panel (ETP)/Contract Education (UpSkill RCCD), and Apprenticeship; directs the development of contract education and trainings, including credit, noncredit, and/or not-for-credit trainings and coursework, depending on contract agreement.
- Represents the District as a strategic partner in a variety of community, governmental, and advisory groups for purposes of collaborating on workforce and economic development projects and initiatives across the Inland Empire region.
- Assists in interpreting college programs to employers, entrepreneurs, and the public through regional events and participation in workforce and economic development activities, directly or through program directors and/or representatives.
- Coordinates with District Educational Services office leadership as needed to link workforce pipeline programs to appropriate governance processes for program development.
- Analyzes and tracks the educational, training, and work environment needs of the region's employers.
- Participates in the selection, recommendation, and evaluation of consultants, contract education trainers, professional experts, and classified professional positions within areas of responsibility; supervises, directs, and evaluates directors, contract trainers, and classified professionals.
- Assists in the development of grant proposals to serve the needs of the District.
- Participates with regional Chambers of Commerce, employers, business and industry partners, and federal, state, and local governments to foster regional economic development, including supporting business development, attraction, and retention.
- Develops and recommends program budgets, supervises expenditures, maintains fiscal controls, and oversees area facilities, equipment, and maintenance.
- Participates in local, regional, state, and federal activities to promote the Riverside Community College District.
- Maintains an understanding of current ideas, research, and practices pertaining to the areas of responsibility for this position, through continued study and participation in professional organizations.
- Performs other related duties as assigned; specific duties not listed does not exclude them for this classification if the work is similar or related.
CONDITIONS OF EMPLOYMENT:
This is an Academic Management position with twelve-month contracts. Paid vacation, 22 days annually; and paid accruable sick leave, 12 days annually. A pro-rata reduction will be made for employees working less than full-time and less than 12 months. The District provides a health and welfare benefit package for employees and legal qualifying dependents.
The work location and assignment within a job classification is determined by the District and may be subject to change.
