Position Summary
Scope and Dimensions: This is the Colleges senior information systems manager. The Associate Vice President – Information Technology Services (AVP-ITS) provides leadership and vision for the planning and implementation of Information Technology Services initiatives that support the operational, teaching and learning goals and mission of the College. includes but is not limited to Sarbanes Oxley Section 404. The AVP-ITS also works with related outside groups, organizations and the community to foster collegiality and strategic partnerships.
Purpose: This leader will help the College in the use of technology to expand our learning and administrative communities. This position will lead organizational change, promote creativity and innovation, and guide technology planning. This position is a senior IT professional who understands IT in the post-secondary sector. The AVP-ITS reports to the President. Key accountabilities include:
- Help the organization identify and meet ITS objectives by participating as a strategic partner with senior management, providing consulting services to managers and supervisors.
- Develop strategic and operational plans for ITS and provide supervisory and managerial direction and oversight of ITS staff to ensure implementation of plans and compliance with applicable laws, regulations, agreements and policies.
- Design and deliver a suite of quality Information Technology Services to College employees, supervisors and management that is responsive to the organizations needs and consistent with the Colleges resources.
- Ensure that the organization is in compliance with relevant computer and information security related laws and regulations, thereby avoiding or minimizing loss.
- Guide the continuous improvement of Information Technology Services.
- Create and maintain a culture of service excellence in the operation of computing and information functions.
- Serve as the chief management spokesperson for all Information Technology Services.
Supervisory Responsibility:
The Associate Vice President – ITS manages and leads the Office of Information Technology Services. The AVP is responsible for supervising employees within all areas of ITS including, but limited to: the planning and development of applications, course management system, network, mobile and wireless services, desktop computing, educational media services, video conferencing, e-learning, remote location computing access, telecommunications, help desk operations, backup systems, remote-site establishment and support, information and data security systems, data warehouse, information services strategic planning, information services disaster planning and web services. Departments include: e-Learning and Faculty Support Services, Educational Media Services, Enterprise Services, Computing & Network Services and the subordinate groups within these areas.
Minimum Requirements
- Minimum of ten (10) years in Information Technology experience with at least seven (7) years in IT management.
- Completed graduate degree in computer science, information technology, business management or related field.
- Minimum of five years of progressively responsible experience leading the information technology unit of a complex organization is required. Experience in higher education preferred but not required.
- Demonstrated achievements in planning, developing and implementing information technology goals for academic and administrative functions in a complex, changing organization.
- Experience in strategic planning and execution.
- Knowledge of contracting, negotiating, and change management.
- Knowledge of information technology computer systems and software and the ability to manage the entire spectrum of information technology operations.
- Experience with implementation of information technology integrations in a large division or organization.
- Ability to work with and provide leadership for internal stakeholders including students, faculty, and staff.
- Experience building successful information technology teams.
- Experience in the area of e-Learning and teaching technology.
- Demonstrated experience with both tactical and strategic information technology planning and aligning information technology with academic and administrative priorities.
- Ability to remain current in emerging information technology trends
- Extensive knowledge of information technology legal and security issues and information technology policy development.
- Strong analytical, problem solving, logic and research and documentation skills;
- Strong verbal and written communication skills. Ability to speak clearly and communicate proficiently in English
- Strong work ethic; “can do,” problem solving attitude; flexible and adaptable; able to work independently and in groups.
- Work history which demonstrates personal initiative in, and ownership of, assigned areas of responsibility as well as the proactive implementation of change.

- Ability to appropriately use and demonstrated proficiency with standard office productivity software and tools.
- Ability and willingness to perform both managerial and professional/technical/administrative tasks.
- Ability to work successfully in an environment without detailed direction and in the absence of work process documentation.

- Experience in higher education, community college or local government setting preferred but not required.
- Additional experience beyond the minimum.

- Able to remain in a stationary position for several hours approximately 20% of the time.

- Occasionally moves boxes, files, materials up to 30 pounds.
Work Schedule
Hours/Schedule/FLSA Status:
Exempt, Full-time. Residency within 20 miles of the nearest College boundary within twenty-four months from date of hire must be maintained while in this position.
In addition to regular business hours, the person in this position must be able to be flexible around the needs of the College, which includes occasional evening and/or weekend hours.
