POSITION DESCRIPTION

Reporting to the Executive Vice President & Provost, the Provost's Office Budget Officer is a key leader responsible for supporting the Provost in assuring the financial integrity of the largest organizational unit of the institution. The Budget Officer is responsible for developing, implementing, and assessing comprehensive financial strategies that align with Southern Oregon University's mission and strategic goals. The Budget Officer provides strategic oversight and operational leadership for the budgetary and fiscal health of Academic Affairs, Enrollment Services, and Student Affairs, ensuring that proper accounting and budgeting processes are followed.

The Budget Officer works closely with College Business Officers, Institutional Research, the Vice President for Finance & Administration (VPFA), the Director for Budget & Planning, student government, and multiple other areas. This position provides guidance for financial decision-making in the Provost's Office as well as in departments and units that make up the Executive Vice President's portfolio. From providing individual training and support for implementing budgetary processes to assisting with enrollment projects, budget projections, and other relevant forecasts and reports, the Budget Officer is a key participant in the institution's budget process.

Minimum Requirements

  • BA/BS degree in a financially related field.
  • Five years of relevant budgeting and accounting experience.
  • Demonstrated expertise in organizational fiscal management.
  • Strong experience in computer skills that include in-depth knowledge of Microsoft Excel.
  • Ability to work collaboratively and effectively in a group environment.
  • Excellent interpersonal and presentation skills with a variety of audiences
  • Demonstrated organizational skills with proven ability to meet deadlines, prioritize and multitask.
  • Experience with/ability to interact with a diverse population.
  • Successful completion of a background check.

Preferred Requirements

  • Master's degree in related field.
  • Experience in a University or College setting.
  • Experience in using Workday.

Essential Functions

Duties - The following examples are typical work activities that are meant to illustrate the general range of work functions and are not meant to be all-inclusive or restrictive:

(70%) Duties Include

  • Maintain Provost's Office Budget
  • Prepare, analyze and monitor compliance with annual budgets for the Provost's Office Academic Affairs, Enrollment Services, and Student Affairs.
  • Support School/College review and analysis of monthly/quarterly financial reports.
  • Develop reports and analysis in partnership with the Budget Director that support the annual budget process, calculation and forecasting of tuition and fee revenue, and analysis of enrollment/SCH by department/program.
  • Work closely with the Provost and staff to manage and understand faculty work load and cost.
  • Understand the faculty collective bargaining agreement and related budget issues.

(15%) Duties Include

  • Coordinate with Budget Director on Institutional Budget Processes.
  • Participant in the annual institutional budget process.
  • Collaborate with VPFA, Director for Budget &Planning, the Institutional Budget Committee, and others to develop reports, analyses, and forecasts.

(15%) Duties Include

  • Indirect supervision of College Business Officers, who report directly to their college deans, in oversight of their respective college budgets.
  • Assess budget training needs for all staff in the Executive Vice President's portfolio.
  • Provide budget preparation training, support, and oversight in partnership with the Budget Director.
  • Provide formal presentations and workshops.
  • Attend administrative and management council meetings.
  • Membership on campus-wide committees and search committees as needed. o Other duties as assigned.

Skills, Knowledge, and Abilities

  • Fund Accounting Expertise: Deep knowledge of Generally Accepted Accounting Principles and specialized higher education fund accounting practices (e.g., restricted vs. unrestricted funds, endowment management).
  • Budget Model Design & Execution: Ability to design, implement, and manage complex budget models that align financial resources with institutional strategic goals and academic priorities.
  • Data Modeling & Forecasting: Expert proficiency in advanced financial modeling, trend analysis, multi-year forecasting, and scenario planning (e.g., enrollment dips, state funding changes).
  • Executive Communication & Storytelling: Skill in translating complex financial data and budget implications into clear, concise, and non-technical narratives for executive leadership, deans, and the governing board.
  • Legislative Knowledge: Comprehensive understanding of state legislative processes, funding formulas for public higher education, and political dynamics that impact appropriation levels and budget restrictions.
  • Cross-Functional Collaboration: Proven ability to build effective working relationships with non-financial stakeholders, including Academic Affairs, Enrollment Services, Student Affairs, Human Resources, and Facilities, to ensure budget compliance and accurate forecasting across departments.
  • Capital & Debt Management: Knowledge of capital budgeting processes, managing institutional debt, and financing large projects (e.g., facilities construction or renovation) within public university constraints.
  • Policy & Regulatory Compliance: Expert knowledge of federal (e.g., OMB Uniform Guidance), state, and institutional compliance requirements related to financial oversight, reporting, and internal controls.
  • Supervisory & Team Development: Ability to lead, mentor, and develop a high-performing budget team, ensuring continuous professional development and knowledge transfer of current financial best practices.
  • Process Optimization: Skill in optimizing budget development workflows, leveraging enterprise resource planning (ERP) systems (e.g. Workday) for maximum efficiency, and implementing system upgrades.
  • Excellent communication skills; demonstrated ability to effectively communicate information in a clear and understandable manner, both verbally and in writing.
  • Demonstrated customer service experience requiring a very high level of diplomacy and professionalism to effectively handle a broad range of sensitive interpersonal situations.
  • Demonstrated ability to interpret and consistently apply a wide variety of complex policies and procedures where specific guidelines may not always exist.
  • Expressed ability to work with frequent changes in policies and procedures, under pressure of deadlines in a fast-paced environment.
  • Demonstrated ability to proactively assess work operations and anticipate potential problems; ability to develop and implement strategies for preventing/resolving problems.
  • Great ability to effectively perform work of a highly sensitive and confidential nature that requires access to information. Must be able to exercise sound judgment and discretion, tact, and diplomacy.
  • Takes initiative in independently planning, organizing, and performing work assignments within broadly defined parameters
  • Demonstrated ability to work with a high level of productivity and accuracy/attention to detail.
  • Excellent organizational and time management skills with the demonstrated ability to set own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines.
  • Excellent computer skills and proficiency with a variety of computer applications including word processing, spreadsheets, databases, online systems, social media platforms, Internet as well as online calendaring and email.
  • Demonstrated ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in and outside the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.
  • Willingness to and work effectively in a heavily bureaucratic environment which requires regular interaction with a number of levels within the organization and multiple outside agencies.
  • Working knowledge or ability to quickly learn, university infrastructure, policies, and procedures.
  • Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude.

Physical Demands

Normal office activities such as sitting/standing at a desk, using a computer, answering phones, and communicating in person both in writing and via phone with others.

Special Conditions

  • Must be willing to travel and attend training programs off-site for occasional professional development.
  • Must be able to work additional hours and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
  • Must be able to successfully pass a pre-employment background check.
  • This position classification has been defined as exempt and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA).
  • The person holding this position is considered a mandatory reporter under the Oregon Revised Statutes and is required to comply with the requirements set forth by the Oregon Department of Human Services.
