Business/Administrative Associate - Finance Professional (5010)
Under general direction, the Business/Administrative Associate serves as the financial specialist performing complex financial, accounting and non-accounting statistical assignments related to budgeting, analyzing, forecasting, auditing and reporting Office of Correctional Medicine (OCM) accounts and service delivery. This position is responsible for purchasing, procurement and contract management; coordinating, analyzing and compiling financial information to aid OCM executive staff in making sound business decisions. This position may serve in a supervisory capacity to subordinate accounting staff.

| 30 | 1. Serves as the OCM financial subject matter expert. Develops and maintains OCM's financial management systems, assembles and prepares data for financial and administrative reports on monthly, quarterly, and annual and ad hoc basis. This includes reports for all OCM accounts including foundation account(s). Recommends fiscally advantageous methods to save money; advises OCM leadership on fiscal ramifications of business decisions; assures accuracy, policy compliance and budget scope. Manages contracts, procurements and purchasing requirements from initiation through execution. |

Manages and prepares short-term and long-term budgetary planning and financial working documents for the OCM; assists with the creation and establishment of yearly financial objectives that align with the OCM's plan for growth and expansion; participates in fraud prevention and budget development. |

Analyzes OCM's financial information including financial transactions, profit and loss statements, balance sheets, and other documents to ensure accuracy and compliance with laws and regulations; manages the accounts receivable and accounts payable systems and transactions; formulates fiscal policies and procedures and standard fiscal operating procedures; reconciles, audits and validates financial activity on all OCM accounts; identifies and investigates variances. |

Serves as supervisor of direct reports; assigns and reviews work with full accountability for the results produced; provides guidance and training; approves time off and reassigns staff to meet operating needs; counsels staff regarding work performance; recommends and imposes discipline; establishes objectives and prepares performance evaluations; determines staffing requirements. Manages and ensures that employees are complying with OCM policies and industry and best practice financial and health care standards and evaluates performance. |

Performs details and complex non-financial statistical analysis for all OCM sections relative to service deliveries, including but not limited to quality improvement initiatives, OCM research and data collection, etc.; identifies opportunities for improvement, trending and gaps; makes recommendations to improve the financial health of the organization. |
| 5 | 1. Perform regular, detailed audits to ensure accuracy in financial documents, expenditures and investments. Prepares or has prepared multiple data, cost, staff effort and space utilization reports for the OCM and provides assistance to units in the completion of these and other studies. |
| 5 | 1. Coordinates and expedites necessary financial actions to assure continuity of service to OCM internally and externally. |

Maintains an overall awareness of organizational activities of import or impact to the designated member(s) of the unit staff and the unit; develops and trains OCM staff and partners on ethical, compassionate and non-judgmental aspects and techniques needed in the performance of services. |

Skills and Abilities Needed for the Position
- Knowledge of accounting and fiscal management principles, practices, methods, and techniques

- Must have demonstrated professional presence and ability to work and communicate effectively internally and externally, be a strategic thinker with excellent problem solving and organizational skills as well as a visionary and proactive approach. Excels in communicating sensitive and/or adverse information. Must possess excellent oral and written communication skills.
- Evidence through professional activities that demonstrates intelligence, flexibility, creativity, and "quickness" in the understanding (analysis and synthesis) of complex concepts and models. Ability to be progressive and proactive in planning and organizing finance and accounting initiatives; visionary and forward thinking.
- Significant experience working with quality management, external auditors, internal controls and compliance-related issues
- Demonstrated abilities to understand and work successfully with the various interrelationships present in an academic setting
- Demonstrated ability to plan, organize, and present complex documents and programming that are clear and concise and conclusion and results-oriented
- Demonstrated abilities to maintain full confidentiality in all matters and to exercise sensitivity in all aspects of the position and the workplace, including employee and management concerns and issues, and protection of sensitive data and information
- Demonstrated experiences managing fiscal or accounting operations or programs within a government or university health care setting
- Experience with financial systems design, development, implementation, transformation or transition
- Experience in institutional or government operations, planning and program implementation
- Strategic planning and/or program development experience in a university or state agency setting
- Sensitive to the needs of underrepresented and minority populations and has non-judgmental approach to servicing these populations. Must be compassionate and approachable and have respect for patient's confidentiality
- Analytical thinker and complex problem solver. Must be responsible and trustworthy and possess strong ethics, sound judgment and expert decision-making abilities
- Significant experience working with quality management, external auditors, internal controls and compliance-related issues
- Experience with statistical analysis and data collection, analysis and utilization
- Experience developing and understanding financial, fiscal and accounting documents, contracts and consulting agreements
Minimum Acceptable Qualifications
- Bachelor's degree in business administration, management, finance, accounting, or a field related to position.
- Four years of professional level accounting, financial, managerial and/or business work experience.
- Two years of professional accounting or finance work (can run concurrent with experience in #2).
