Business Manager - OU Tulsa
Job Description
Reporting to the Office of the Vice President of Administration and Finance's Office and serving as the primary point of contact for financial matters on the Tulsa campus, this position oversees all financial management and accounting activities, as well as payroll and HR matters. While this position will formally report to Administration and Finance, it will also have a dotted-line reporting relationship to, and work closely with, the Vice President of Tulsa.
Essential Duties:
- Manages daily financial operations, to include but not limited to, payroll review and approval, financial transactions approval, review of monthly certifications of accounts, and financial analysis and reporting.
- Makes recommendations to enhance operations.
- Prepares and monitors budgets.
- Maintains financial records, reviews and approves all financial budgets, reports, and associated documents.
- Responsible for special projects where a thorough knowledge of the Tulsa campus operations, University, state and federal regulations and accounting principles are required.
- Performs comprehensive analyses of changes to financial activity.
- Provides on-going fiscal monitoring, forecasts of operations, and other long-range planning to leadership, as necessary.
- Prepares reports including conclusions and recommendations for solutions to complex financial or related problems.
- Assists in the development, documentation, and implementation of policies and procedures for financial processes within the department/campus.
- Monitors and ensures compliance with established policies and procedures, University policies, and state statutes.
- Responsible for modifying policies and procedures as needed.
- Provides financial policy and procedure training to faculty and staff to ensure compliance and effective operations.
- Meets with leadership to review financial activity and budget status.
- Communicates timely, clearly, and in a positive manner to leadership regarding financial operations.
- Coordinates effectively with different campus stakeholders to ensure desired outcomes are successfully achieved.
- Performs various duties as assigned by the supervisor to successfully fulfill the function.
Job Requirements
Required Education and Experience:
Bachelor's degree in Accounting, Business Administration or closely related field AND: 36 months experience in Finance, Accounting, or closely related field to include 12 months managerial or supervisory experience.
Equivalency/Substitution: Experience or a combination of education and related experience can be considered in lieu of degree. A one-to-one ratio is used to determine the number of years of experience required in place of a degree.
Skills:
- Accounting Skills: understanding accounting concepts, internal controls and possession of strong analytical skills.
- Computer Skills: experience with PeopleSoft and Microsoft Office.
- Communication Skills: ability to clearly communicate verbally and in writing.
- Supervisor Skills: ability to direct the work of staff in a positive, encouraging manner.
- Initiative Skills: ability to proactively make recommendations to enhance operations.
- Organizational Skills: ability to prioritize workload and organize workflow within the department including delegating tasks when appropriate.

- Physical: Sit for prolonged periods of time. Use of a computer and calculator. Manual dexterity. Communicate effectively and listen.
- Environmental: Standard Office Environment.

- Previous experience in financial management and accounting.
- Progressively responsible experience.
- Strong time management skills and the ability to work well under pressure while handling competing priorities.
- Strong interpersonal skills.
- Able to maintain discretion for confidential information and appropriately handle critical information and sensitive situations.
- Ability to research, gather and analyze data, compile and synthesize information, and draft suggested correspondence, presentations, and reports.
Supervision:
May supervise a small team.
