About Us: The University System of Georgia (USG) is comprised of 26 higher education institutions as well as the University System Office (USO). Within the USO, our administrative operations are primarily housed in the Trinity Washington Building located in downtown Atlanta. Our Information Technology Services (ITS) division is located in Athens. The University System of Georgia Shared Services Center (SSC) is located in Sandersville. The Georgia Public Library System is located in Atlanta. The Georgia Archives is located in Morrow. The State of Georgia Records Center is located in Austell.

Department Information: This position is a member of the Enterprise Data Management & Analytics team within Information Technology Services of the University System of Georgia. The team supports the collection, transformation, reporting/dashboarding and warehousing of data collected from source systems.
Ten data submissions occur annually from the student information system (Ellucian Banner) through four data collections. These collections include the Academic Data Collection (ADC), Financial Aid Data Collection (FADC), Transfer Course Collection and the Facilities Inventory Data Collection (FIDC). Through these collections in collaboration with Research and Policy Analysis, data are aggregated for system reporting and analytics.
Job Summary
This is a professional (working) level position responsible for the analysis of complex business problems of varying complexity and assessing how information systems can be utilized to address them. The position assists in the collection and analysis of data and helps provide quality analytics to researchers and decision makers within the higher education system in support of business/data solutions.
Responsibilities
- Monitor data being collected for quality and accuracy to identify patterns and inconsistencies and work with users to resolve issues
- Serves as subject matter expert for USG data collections and provides functional support
- Develops and maintains end user documentation, training materials as well as the Data Element Dictionaries for data marts that include data definitions, valid values, best practices, etc.
- Analyzes data in the transactional processing systems as it affects the Data Marts
- Security and access control for applications and collections
- Designs and develops specifications for data collections
- Identifies and implements appropriate testing strategies; prepares resulting test cases and scenarios; assists institutions with user acceptance testing.
- Coordinates change management activities for collections
- Adheres to best practices and procedures for software distribution/release management
- Manages system integrations for system institutions.
- Develops and reviews technical manuals.
- Works with users and stakeholders to define, analyze, recommend, and implement system improvements.
- Assists with integration of various application systems.
- Identifies areas in need of improvement or refinement; designs and assists in the development of solutions.
- Manages change control processes as the result of upgrades, patches, customizations and change requests.
- Collaborates with other ITS departments to develop custom solutions, fixes and patches.
- Provides on-call rotational support of applications. Responds to after-hours emergencies.
- Participates in professional development activities; attend conferences and workshops.
- Performs related duties as assigned.
Required Qualifications
Bachelor’s degree in a related field, plus 3 years of relevant experience, or an equivalent combination of knowledge, skills, education, and experience.
Preferred Qualifications
- Knowledge of USG business procedures and best practices.
- Knowledge of software development lifecycles and approaches (including but not limited to functional testing procedures).
- Knowledge of Accounts Receivable (Bursar), Admissions, Financial Aid, and Registrar processes and procedures.
- Skill in reporting and data analysis.
- Proficient in student information systems software (Banner), performance analytics, continuous improvement practices, ITIL, Microsoft Office applications, and other relevant technologies.
- Be an expert in composing requirements gathering and specification documentation.
- Demonstrate excellent interpersonal skills, including tact, diplomacy, and flexibility to work with multiple constituents (end users, executive administrators, staff and external stakeholders).
- Exhibit a positive, professional, solutions-oriented attitude, a drive for excellence, and ability to be a team player in a pressured and fast-paced environment.
- Possess project management skills within complex functional and technical systems.
- Experience working in collaborative projects where multiple groups are engaged independently to contribute to overall project goals.
- Experience in managing and carrying out multiple projects and tasks simultaneously to meet deadlines.
- Demonstrated follow-up, coordination, and effective problem resolution skills.
- Excellent organization skills, self-directed, and naturally collaborative for solution design and problem resolution.

Other Information
Must be able to travel to various locations within the state of Georgia in support of institutions, attending meetings, conferences, etc. May require occasional out of state travel. Must be able to work on a schedule that includes nights, weekends, or holidays when required to address escalated issues. Ability to work productively in an open space environment utilizing telephones and computers, with cubicle desks and moderate-to-occasional escalated noise levels. This is not a supervisory position.
