POSITION OBJECTIVE

The Associate Dean for Finance and Administration at the Jack, Joseph and Morton Mandel School of Applied Social Sciences has two overarching responsibilities: exercise the Dean¿s authority to assure that the school complies at every level with appropriate rules, regulations, policies and procedures. The second is to anticipate the need for, create, maintain, and manage administrative systems, policies, and procedures that are appropriate. The incumbent will serve as chief financial and operations officer for with management, advisory, and decision-making responsibilities for finance and budget, research administration and grants management, human resources, information technology, facilities planning, and construction and maintenance operations and serves as a key member of the senior management team.  

ESSENTIAL FUNCTIONS

  1. Financial Planning, Budgeting and Strategic Planning: Oversee school's financial planning, budgeting, and strategic planning. Develop long-range strategic and financial planning models. Ensure the school's financial health including development of data metrics and analytics, consider restricted and unrestricted funds, capital requirements and business plans. Regular analysis of enrollment plans, development and campaign initiatives, curricula, staffing, and technology changes, and other institutional strategies as they relate to budget, forecasting and strategic implications. Develop, implement and maintain comprehensive budget processes and systems including: design, implement, monitor and forecast the school's annual budget and develop, implement and update financial models for multi-year budget planning. Train and direct department and program directors in these processes and systems. Serve as administrative resource for faculty governance, steering and budget committees. Advise the dean on strategic matters and best course of action. (25%) 
  2. Human Resources: Direct work of the Director of Human Resources in all aspects of employment and payroll issues from hiring to termination, the annual staff review process, position upgrades, and ensure equity and compliance with other compensation procedures. Oversee faculty contract process. Assess staffing needs; direct and oversee all organizational changes in staffing structure. Oversee conflict management and disciplinary measures, staff development and recognition opportunities and provide leadership and direction to Mandel School staff to promote the school's goals and mission. Serve as liaison between supervisors, staff and the university Human Resources office. (15%) 
  3. Facilities: Develop, plan and coordinate building construction and renovation projects, current and future in consultation with the dean. Provide cost/benefit information as required. Oversee management of day-to-day operations of Mandel School buildings and rentals spaces with Director of Finance and Facilities Coordinator including keys, access, parking, furnishings, telephones, maintenance and readiness for events and functions. Serve as liaison with Plant Services, Security, and Construction Administration. Collaborate with the dean on the planning of space requirements and future capital projects. Develop facilities usage plans in consultation with program directors to balance student experience and efficiency. (15%) 
  4. Research Administration and Grants Management: Direct work of the Mandel School's Director of Research Administration team in all aspects of pre- and post-award sponsored projects management. Oversee the creation of plans to achieve school research goals, develop metrics and strategies that ensure that the school's research program is financially and operationally viable, ensure compliance in financial, IRB and other areas. Oversee planning to increase external funding including sources and incentives. (15%) 
  5. Finance: Direct work of the Director of Finance. Oversee day-to day financial transactions, compensation distribution, and creation of financial reports as requested by the dean. Serve as liaison with payroll, controller's office, budget office and others as needed to expedite processes and assure compliance. Identify, analyze and outline data on salary information, income and expenses, spending trends and other topics as needed. Develop cost control and monitoring programs, business policies and procedures. (10%) 
  6. Information Technology: Liaison to UTech in working with school-based technology staff to plan and monitor the school's academic and research technology needs. This includes technology maintenance and upgrades, training, support, and facilities and remote improvements. Develop and oversee the budget for technology/audio-visual purchases. Facilitate engagement of faculty, staff and others as appropriate in planning, prioritizing, and implementing technology initiatives. (10%) 
  7. University Administration: Ensure that the school's policies, work, teaching, and other efforts align with the university's mission, vision, goals, policies and procedures. Serve on policy committees and search committees as requested by university senior management for financial, human resources and other policy areas. Collaborate with colleagues in other schools and divisions to develop best practices, strategic initiatives, processes and policies that will benefit the school and university. (8%)  

NONESSENTIAL FUNCTIONS

Perform other duties as assigned by the dean or university senior management. (2%)  

CONTACTS

Department: Daily contact with deans, senior management, faculty, staff, and students.

University: Daily contact with Human Resources, Controller's Office, and Budget Office. Weekly/Monthly contact with Provost's Office, Construction Administration, Plant Services, Procurement and Distribution, and university administration. Occasional contact with Office of Sponsored Projects, Information Technology, and Development.

External: Occasional contact with vendors, architects, contractors, applicants, and federal, state, and local funding agencies. 

Students: Limited contact. 

SUPERVISORY RESPONSIBILITY

Directly supervise Director of Research Administration, Director of Finance, and Director of Human Resources.  

QUALIFICATIONS

Experience: 10+ years of demonstrated experience in financial/accounting field with 3 to 5 years of demonstrated experience in a management position. Demonstrated experience in human resources management, research administration, facilities and/or information technology. Demonstrated experience in a non-profit or educational organization preferred. 

Education: Bachelor's degree required; Business Administration preferred. MBA or CPA credentials strongly preferred.

  8. Ability to work effectively under stress and deadlines.
  9. Ability to facilitate personnel matters. 
  10. Strong accounting skills, including budget and financial analysis.
  11. Strong computer and information systems proficiency including familiarity with PeopleSoft, advanced Excel spreadsheet skills, and ability to learn and apply new software applications.
  12. Commitment and dedication to the general functioning of the school and university.
  13. High integrity and strong professional standards.
  14. Ability to handle confidential data with discretion.
  15. Ability to meet consistent attendance.
  16. Ability to interact with colleagues, supervisors and customers face to face.  

WORKING CONDITIONS

General office environment. Some evening and weekend work may be required. 

Hybrid Eligibility

This position is eligible for hybrid work arrangement up to two remote days per week at the discretion of the department. New employees may begin a hybrid schedule upon approval from the supervisor, successful completion of an orientation period and signing the remote work checklist certification form.
