Primary Purpose of Organizational Unit
The University Compliance Office (UCO) is UNC Chapel Hill’s designated, central office for addressing a wide variety of compliance matters that originate in state or federal law. The UCO is the designated office to address issues related to discrimination and harassment based on any protected status, including sexual assault, sexual violence, interpersonal violence, and stalking. The UCO is also the designated office for compliance with the Clery Campus Safety Act. The UCO addresses all matters related to compliance with relevant education and employment laws and regulations, including Title IX of the Education Amendments of 1972, Titles VI and VII of the Civil Rights Act of 1964, the Americans with Disabilities Act (ADA), and other related laws. The UCO is also the University’s designated, central office for compliance with laws and policies related to minors on campus. The UCO is the University’s central investigations office for matters involving the above forms of misconduct, improper relationships, workplace violence, the Alcohol Policy as applied to employees, the Whistleblower Policy, retaliation based on any of the foregoing, FML, or First Amendment expression, and other investigations as designated. The UCO is the University’s designated, central office for oversight of all the University’s compliance efforts related to the ADA and Sections 503 and 504 of the Rehabilitation Act. The UCO’s compliance efforts include creating, implementing, and enforcing University policies that promote a safe and welcoming campus community; providing accommodations for students and employees based on protected status; handling matters related to equal employment opportunities; and providing educational programs and consulting services in these ares across campus.
Position Summary
The Clery Act Compliance Coordinator manages UNC’s compliance with the Jeanne Clery Campus Safety Act and associated regulations.
This position reports to the Associate Vice Chancellor (AVC) for University Compliance. This position provides leadership and works collaboratively with various offices throughout the University to develop policies, procedures, activities and protocols to ensure the institution’s full and complete compliance with all provisions of the Clery Act. As Clery Coordinator, this position is responsible for interpreting the Clery Act and developing policies and practices resulting in accuracy and compliance with all Clery provisions including: Annual Security Report; Hazing Transparency Report; public Daily Crime Log; emergency, notification requirements, and testing; annual fire report; and reports of missing students.
To ensure accuracy in Clery Act reporting, this position regularly coordinates with the UNC Police Records Manager to ensure proper classification of crime on incident reports within the UNC Police Records Management System (RMS). Significant Clery reporting is based on Police incident reports required to be carefully classified per the Clery Handbook in addition to the usual classification per the Uniform Crime Reporting (FBI/SBI), National Incident Based Reporting System (‘NIBRS’), and NC General Statues. Judgment and interpretation are often required to ensure correct classification, in addition to consulting with the Officer who wrote the incident report originally.
This position is responsible for campus-wide coordination of documentation and publication required by the Clery Act. Examples include maintaining and submitting an annual list of all University personnel classified as Campus Security Authorities, or an annual submittal of all properties owned or leased by the University since Clery Act provisions apply to all University controlled real estate. This position is responsible for identifying the correct source for each statistic required by the Clery Act and working collaboratively with appropriate personnel to maintain accurate data on a timely basis.
Minimum Education and Experience Requirements
Bachelor’s degree and one year of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Required Qualifications, Competencies, and Experience
- Prior experience as a Clery Compliance Coordinator on a University campus.
- Extensive training in the requirements of the Clery Act.
- Demonstrated ability to apply the requirements of the Clery Act to data analysis, reporting, and recordkeeping.
- Ability to organize information collected from multiple sources so it can be easily accessed when needed for audits and other inquiries into procedures.
- Ability to learn the function, policies, and services of the police department and university.
- Ability to plan and coordinate the work of other employees as it pertains to compliance.
- Ability to exercise judgment and discretion with sensitive and confidential information.
- Excellent oral and written communication skills.
- Excellent organizational skills and attention to detail.
- Excellent interpersonal skills.
- Excellent computer skills; familiarity with Microsoft Office suite and databases.
Preferred Qualifications, Competencies, and Experience
- JD preferred.
- Prior experience as a Clery Compliance Coordinator at a state flagship institution and/or at an institution of higher education with 20,000+ students.
- Familiarity with Title IX.
Special Physical/Mental Requirements
This position requires a consistent on-site presence, as directed and a minimum of two days per week, to gain and maintain familiarity with Clery geography, provide in person training to Campus Security Authorities (including but not limited to UNC Police), and develop and maintain relationships with relevant stakeholders. After hours work will occasionally be required to provide CSA training to 2nd and 3rd shift employees and must be available after hours to consult on required alerts as needed.
Campus Security Authority Responsibilities
This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.
