Compliance Program Support
Job Summary
Supports the ongoing development, implementation, maintenance, and evolution of the Compliance Program and all related compliance activities.
ESSENTIAL FUNCTIONS
Support the development, maintenance, and revision of board policies, by-laws, administrative procedures, and other guidelines for the general operation of the Compliance Program and its related activities to prevent illegal, unethical, or improper conduct.
Assist in facilitating and tracking policy-making activity with the Board of Trustees and Executive Council.
Assist to monitor, review, and record changes and developments to new and existing laws, rules, and regulations to ensure institutional compliance; analyze and assess how changes in law affect local district governance.
Conduct research on federal and state laws and regulations and assist with interpretation of system policies, regulations, and rules; draft policy revisions based on changes in laws, rules, or guidelines.
Assist to analyze policy issues, formulate, and implement policies for HCC.
Receive, analyze, interpret, and respond promptly to policy questions by phone or email.
Assist to maintain up-to-date policy information on the website and distribute policy updates to key stakeholders; maintain HCC Board Policy Manual website.
Develop, implement, and support business processes and tools that facilitate and support the policy-making process.
Assist to maintain repository of past and current policies according to record retention requirements.
Research complex policy-related topics and manage multiple projects and deadlines.
Compile information for Compliance Program reports related to policy development are produced for the Chancellor, Board of Trustees, and/ or the Audit and Compliance Committee of the Board of Trustee or other personnel, as directed by the Office of the General Counsel.
Assist in the design, preparation, and delivery of policy presentations for meetings and workshops; act as a representative of HCC at meetings and conferences as assigned.
Perform other duties, tasks and assignments as required.
QUALIFICATIONS
Education & Experience
- Bachelors degree required
- Associates degree plus 4 years directly related work experience may be considered in lieu of required degree
- 3 years experience in policy research, analysis and development required
- Experience with Texas Association of School Boards (TASB) Policy Service and educational institution preferred
Licensing & Certification
- Valid Texas Driver License

Working Conditions
General Office. Must be able to perform all job requirements with or without reasonable accommodations; remain in a stationary position during shift; move items weighing up to 25 pounds; position self to operate job equipment; apply established protocols in a timely manner. Must access, input and retrieve information from technology devices; communicate with others to accomplish job requirements. May be required to work after hours to include weekends and holidays.
