Job Description

Full-time, year-round position as Chief Accounting and Budget Officer.

Duties and Responsibilities:

  1. Assists and advises the Vice President for Administrative Services and the President regarding the state of the College and its short and long-range financial needs.
  2. Serves as College's Chief Accounting and Budget Officer.
  3. Prepares and monitors budgets; provides for maintaining the strong financial position of the College within resources available.
  4. Assures that all areas under supervision are fully accountable and in complete compliance with all guiding and controlling rules, regulations, statutes, and laws. The Controller is responsible for maintaining a financial management system that meets the conditions and requirements established by the Federal Office of Management and Budget and the State's Department of Education, Green Book. As well, the accounting system must adhere to the Florida Accounting Manual for Florida's Public Colleges.
  5. Develops and implements policies and procedures to provide assurance of financial stewardship of the public trust. Is responsible to maintain an internal control structure that timely raises exceptions and irregularities that would cause material misstatement of the financial statements.
  6. Acts as the College's Audit Coordinator to facilitate the positive resolution of internal and external audit criticisms.
  7. Works with the Vice President for Administrative Services to develop and implement the financial Long-Range Plan of the College.
  8. Communicates with immediate staff and the college community pertaining to financial matters of the College.
  9. Presents financial items to District Board of Trustees. Makes written and verbal reports to the SFSC District Board of Trustees of recommendations made to and approved by the President.
  10. Negotiates rental contracts.
  11. Supervises financial management functions including accounting, finance, purchasing, institutional budgeting, financial reporting, and financial analysis.
  12. Handles investment and banking functions and relationships.
  13. Supervises payroll functions to ensure accuracy of distribution of funds in accordance with the College contractual obligations to employees.
  14. Supervises cash collections and cashiering functions.
  15. Manages College bookstore contract.
  16. Supervises inventory and mailroom functions.
  17. Acts as Assistant Treasurer for the SFSC Foundation, Inc. Supervises the accounting and recordkeeping functions for the Foundation.
  18. Advises the Foundation on business-related matters.
  19. Responsible for coordinating, documenting, and implementing all unit action planning, outcomes assessment, and institutional effectiveness efforts within the scope of administrative supervision.
  20. Monitors and promotes progress toward meeting the goals and objectives of the College's Equity Update report.
  21. Acts as the College's Records Management Liaison Officer (RMLO) pursuant to Chapter 257(5)a, Florida Statutes.
  22. Acts in accordance with local, state, and federal laws/regulations as well as College policies and procedures.
  23. Performs other duties as assigned.

Requirements:

Educational: Bachelor's degree in Accounting or directly related field from a regionally-accredited institution required. Master's degree in accounting or a related field preferred.

Experiential: Minimum of five years of experience working with fund accounting and experience preparing financial reports required. Public, post-secondary accounting/finance experience at an administrative/managerial level is preferred.

Other: C.P.A. licensure preferred.

Starting Annual Salary: $113,400
