Pay Range Information
Chapman University is required to provide a reasonable estimate of
the compensation range for this position. This range takes into
account a variety of factors that are considered in making
compensation decisions, including experience, skills, knowledge,
abilities, education, licensure and certifications, and other
business and organizational needs. Salary offers are determined
based on the final candidate’s qualifications and experience, as
well as internal equity and other internal factors. The anticipated
pay range is not a promise of a particular wage.
Position Summary Information
Job Description Summary
Under the general supervision of the Assistant Dean for
Accreditation and Assessment, the Credential Specialist evaluates,
verifies, and processes candidate eligibility for all credentials,
certificates, and permits recommended by the Attallah College of
Educational Studies, including Multiple Subject, Single Subject,
Education Specialist, Pupil Personnel Services (School Counseling
and School Psychology), and University Intern credentials. The
Specialist represents the university in credential transactions
with the California Commission on Teacher Credentialing ( CTC ),
serves as the college’s authoritative source on credential
requirements for candidates, faculty, staff, and employers, and
maintains the credential data that support state, federal, and
accreditation reporting. The Specialist works in close coordination
with program directors and the Teacher Education Fieldwork Manager
so that eligibility determinations, placements, and credential
recommendations proceed on schedule.
Responsibilities
Credential Evaluation, Recommendation, and CTC
Transactions
Accountable for accurate, timely credential recommendations for
every eligible candidate, with no recommendation delayed or issued
in error because of an incomplete or inaccurate record.
- Evaluates academic qualifications for initial, renewal, and
appeal actions on credentials, certificates, and permits for
in-state, out-of-state, and out-of-country candidates.
Verifies completion of all program and state requirements
before recommending candidates to the CTC, including passage of the
CalTPA for preliminary teaching credentials. Completes and uploads
required CTC verification forms for candidates recommended under an
alternative passing standard.
Evaluates Subject Matter Competency and, where applicable,
Basic Skills Requirement documentation at admission and throughout
the program to determine eligibility under CTC requirements.
Directs the work of graduate student assistants and part-time staff
who assist with transcript review and Subject Matter Competency
determinations.
Evaluates eligibility for University Intern credentials,
verifies completion of intern prerequisites, issues Intern
Eligibility letters, recommends eligible interns to the CTC, and
monitors intern credential status, extensions, and program
completion.
Reviews and processes Early Completion Option ( ECO )
applications in coordination with the Director of Teacher Education
and the CalTPA Co-Directors.
Verifies credential-related requirements for student teaching
and fieldwork applications (e.g., Certificate of Clearance, Subject
Matter Competency) and communicates determinations to the Teacher
Education Fieldwork Manager and Counseling and School Psychology
program leadership before placement.
Notifies the CTC whether a credential, certificate, or permit
is cleared for issuance or must be held. Tracks pending, held, and
incomplete recommendations and follows up with candidates and the
CTC until each is resolved.
Prepares denial and appeal letters when a candidate has not met
requirements and provides candidate credential documentation to the
CTC .
Establishes and maintains complete, accurate candidate
credential files (academic record, program, degree, and credential
requirements) in PeopleSoft/Campus Solutions, ImageNow, and the
Tevera/ ELC platform.
Credential Advising and Verification Services
Accountable for candidates, faculty, staff, and employers
receiving accurate, consistent, and timely credential
information.
- Advises candidates, faculty, and staff on credential
requirements, processes, and timelines, and assesses transcripts
and test scores to determine each candidate’s progress toward
credential recommendation.
- Develops and updates individual program plans and Credential
Progress Reports so that each candidate knows which requirements
remain.
- Provides technical advising and transcript review for degree
and credential completion, and supports candidate petitions across
programs, including requests for course substitutions and
applications of the seven-year rule.
- Serves as the authoritative resource on the Certificate of
Clearance and other clearance requirements and supports program
staff who guide candidates through the application process.
- Responds promptly to phone, email, and in-person credential
inquiries.
- Serves as the college’s point of contact for school districts,
county offices of education, and employers on candidates’
credential status and eligibility, and responds to verification
requests (including eligibility-for-employment letters and program
completion documentation) in accordance with FERPA and university
policy.
- Collaborates with faculty and staff on the relationship between
degree requirements and credential requirements and serves as
liaison to other university departments on credential-related
inquiries.
Credential Data, Reporting, and Accreditation Support
Accountable for accurate, consistent credential data that
support state, federal, and accreditation reporting.
- Maintains credential program enrollment, completer, and
recommendation data, and reconciles it against PeopleSoft/Campus
Solutions and CTC records.
- Prepares and submits Title II reports twice each year and
provides credential data for CTC, AAQEP, and other state and
federal reporting.
- Works with the Assessment Coordinator to provide the Assistant
Dean for Accreditation and Assessment with accurate candidate data
and reports as requested.
- Supports CTC and AAQEP accreditation activities, including
preparing evidence, attending accreditation meetings, and
participating in site visit interviews.
Credential Information, Resources, and Training
Accountable for current, accessible credential information
across all Attallah College credential programs.
- Maintains the Credential Analyst Handbook and the credential
content on the college website, in program handbooks, and on
program Canvas sites, ensuring that all requirements, links, and
forms are accurate.
- Maintains resource documents describing the rules, regulations,
and requirements for each credential, certificate, and permit
offered by Attallah College, including the Basic Skills
Requirement, Subject Matter Competency, Teaching Performance
Expectations and CalTPA, TB clearance, CPR, U.S. Constitution, and
Certificate of Clearance.
- Provides timely updates to program leadership, faculty, and
staff when credential rules, regulations, or processes change.
- Develops and delivers credential workshops, instructional
videos, and a monthly credential newsletter, and presents at
program orientations, classes, and events.
- Attends statewide credential analyst meetings and CTC
information sessions (virtually or in person) to remain current on
credentialing requirements.
Some evening and weekend work hours.
Positions that are Supervised by this Position:
Graduate student assistants and part-time staff assisting with
transcript review and Subject Matter Competency determinations
(work direction); student workers
Required Qualifications
- Bachelor’s degree or equivalent combination in education and
experience.
- Working knowledge of California standards and requirements for
teaching and service credentials.
- Strong computer skills, including Microsoft Office and Canvas,
and the ability to learn enterprise systems needed to perform job
functions.
- Strong organizational skills to plan and prioritize work, meet
deadlines, and keep candidates on track toward credential
recommendation.
- Strong written and oral communication and interpersonal skills,
including the ability to explain complex requirements clearly to
candidates, faculty, and employers.
- Attention to detail and accuracy in records and data.
- Strong computer skills in the use of Canvas and Microsoft
applications
- Strong technical skills to learn and use enterprise and other
systems needed to perform job functions.
- Attention to details.
- Ability to evaluate information, assess alternatives, and make
sound, well-documented determinations, working both independently
and as part of a team.
- Ability to demonstrate tact and diplomacy and to maintain the
confidentiality of student records in accordance with FERPA .
Desired Qualifications
- A minimum of two years’ experience in an educational setting
reviewing, analyzing, and evaluating academic qualifications of
applicants for credentials or permits.
- Knowledge of Pupil Personnel Services credential requirements
(School Counseling and School Psychology).
- Demonstrated ability to interpret, explain to others, and
correctly apply the California Education Code, Title 5 regulations,
and CTC requirements governing credentials and permits.
- Knowledge of California school district employment practices
for credentialed teachers, interns, and permit holders.
- Experience directing the work of student or part-time
staff.
- Interest in using credential data to support program
improvement.
Will train: CTC online credential recommendation procedures and
university systems, including PeopleSoft/Campus Solutions,
ImageNow, and Tevera/ ELC .
