Job Summary
Oversee the identification, evaluation, and mitigation of potential risks across the district by developing comprehensive risk management policies, procedures, and plans to fulfill the College’s mission and strategic goals and objectives. Conduct risk assessments, implement mitigation strategies, and ensure compliance with relevant regulations. Collaborate with departments, leadership, and external partners to administer an effective risk management and compliance program for the College.
Essential Functions
- Lead a holistic approach to risk management through identification and mitigation of potential risks (operational, financial, legal, reputational, strategic). Conduct risk assessments to evaluate the potential impact of identified risks and prioritize risk mitigation efforts based on the frequency and severity of potential risks. Establish and monitor key risk indicators (KRIs) and thresholds for risk acceptance. Partner across the college to identify potential hazards, patterns, or trends that could result in compensatory events and implement corrective actions where appropriate. Collaborate with insurance carriers and brokers to ensure that the district has adequate coverage aligned with its risk profile and needs. Manage risk management budgets and resources effectively and efficiently. Collaborate with College leadership and departments to develop and maintain an effective Continuity of Operations Plan (COOP) to ensure the College can operate effectively during and after a disruptive event.
- Maintain understanding of current and proposed legislation, regulations, and higher education standards to assist the College with legal compliance and to prevent legal and regulatory violations. Establish compliance standards and collaborate with departments to improve internal control structures. Review college contracts, MOUs, agreements, leases, etc. for compliance and appropriate insurance and risk management language provisions. Develop compliance strategies and establish functional compliance objectives aligned with the College mission. Collaborate with Deans to determine positions that require Bloodborne Pathogen, Right to Know, Mandatory Reporter, Formaldehyde and Refrigerate training and ensure employee completion of the training. Review new courses each year to determine faculty attributes to be assigned. Work with Scheduling to have the attributes added to the student information system for instructor completion. Serve as DMACC Freedom of Information Act (FOIA) Officer/Records Custodian and research, collect data, and respond to FOIA record requests.
- Provide districtwide leadership and training oversight for institutional safety compliance and emergency preparedness, including OSHA regulatory compliance, environmental health and safety, and lab safety across all campuses. Work with Public Safety to ensure emergency response procedures align with institutional risk management strategies.
- Communicate with College leadership, departments, Board of Directors, and other stakeholders on risk management best practices, including the potential impact of current and future risks, risk assessments and mitigation plans. Collaborate with departments to conduct risk assessments, prioritize risks, and create mitigation plans. Prepare reports and make presentations as required.
- Supervise staff. Recommend personnel actions related to hiring, compensation, performance evaluations, training, leaves, discipline, grievances, work schedules and assignments. Administer personnel and related policies and procedures per the CBA and the EEO/AA plan.
- Oversee the use of policy management software applications. Lead district-wide Policy and Procedure Committee work to ensure thoroughness and standardization of policies and procedures. Manage the district-wide employee Motor Vehicle Record (MVR) check process.
- Perform other duties as assigned.
Required Qualifications
Bachelor’s degree in risk management, business management, finance, insurance, or similar field.
- Seven years of increasing responsibility in risk management or a related field, including prior supervisory experience.
- Demonstrated understanding of risk management and compliance responsibilities.
- Demonstrated ability to define problems, collect data, establish facts, and draw valid conclusions.
- Demonstrated ability to effectively present information to administrators, departmental supervisors, employees, and students.
- Proficiency with Microsoft Office software and ability to learn new computer software applications.
- Demonstrated organizational, communication, and interpersonal skills.
- Demonstrated ability to establish and maintain a professional working relationship with a wide variety of individuals coming from varied backgrounds.
- Demonstrated leadership and management skills.
- Ability to interpret and apply rules and regulations.Experience with managing budgets.
Desired Qualifications
- Master’s degree in business management, risk management, or a related field.
- Certifications such as Associate in Risk Management (ARM), Certified Risk Manager (CRM), or similar credentials.
- Experience in higher education, community college setting.
- Experience in the insurance industry.Experience working with legal counsel on liability and compliance matters.
- Understanding of project management.
