Offer Description
The National Institute of Research and Development for Marine Geology and Geoecology - GeoEcoMar conducts fundamental and applied research aimed at advancing interdisciplinary knowledge of the marine environment, with a particular focus on its geological structure and evolution. GeoEcoMar's research activities include: geological, sedimentological, geophysical and geo-ecological mapping of the Romanian continental shelf and other marine areas; identification of new marine resources and development of technologies for their sustainable use; investigation of the structure and functioning of ecosystems within the Danube–Danube Delta–Black Sea macro-system, including monitoring, modelling and forecasting of their evolution; research into global change, particularly climate change and sea-level changes, and their impacts on the environment; assessment of the impact of human activities on riverine, deltaic, coastal and marine ecosystems, including geo-ecological and environmental impact studies; development of new technologies, including biotechnologies, industrial technologies and non-conventional technologies, for marine environmental rehabilitation and ecosystem restoration; implementation of modern techniques and technologies for environmental investigation and research; active participation in the research and exploration of the Black Sea and other areas of interest within the World Ocean; participation in national and international marine research programmes, in accordance with the legal framework governing the establishment and operation of the NIRD GeoEcoMar.

- have at least 3 years of experience in a management position in research organisations in Romania or abroad, in the specific field of activity of the INCD or in a related research field; or have successfully competed for and completed at least two research projects, in Romania or abroad, with a combined budget of at least EUR 400,000, as project coordinator, in the field of activity of the INCD or in a related research field;
- have a good command of Romanian or English, both written and spoken.
Specific Requirements
Candidates for the position of Director General of the National Research and Development Institute (INCD) must cumulatively meet the following eligibility criteria, in accordance with Article 172(1) of Law No. 183/2024 on the Status of Research, Development and Innovation Personnel, as subsequently amended and supplemented:
- meet the health requirements appropriate to the position;
- have no final criminal conviction for offences against national security, public authority or humanity, corruption or service-related offences, forgery, offences against the administration of justice, or intentional offences that would make the candidate incompatible with exercising the position, except where rehabilitation, post-conviction amnesty or decriminalisation has occurred;
- have no entries in the tax criminal record, in accordance with the applicable legislation;
- not be subject to a sanction imposed for breaches of research, development and innovation ethics and integrity rules, as provided by the applicable legislation;
- neither the candidate nor their spouse, relatives or relatives by affinity up to and including the third degree may hold shares or equity interests in a company having the same field of activity or in a company with which the INCD has direct commercial relations.

Art. 9. To participate in the competition, candidates must submit the following documents via the IT platform, in electronic format (PDF/JPG):
- the application form, in accordance with the template provided in Annex no. 1;
- identity card;
- birth certificate and, where applicable, marriage certificate;
- court rulings/other documents for persons who have changed their name for various reasons, where applicable;
- Europass-format curriculum vitae;
- a list, structured according to evaluation criteria C1, C2, and C4 and the evaluation indicators set out in Art. 19 para. (1), comprising, as applicable: projects/contracts secured/grants won and their value; published articles, citations, and Hirsch index; books, treatises, encyclopedias, monographs, studies, and chapters coordinated/published/edited; papers and presentations delivered at national/international scientific events; invention patents applied/exploited/obtained, plant variety/animal breed certificates applied/exploited, ORDA certificates, innovative services, products, and technologies; publications/journals where the candidate serves on the editorial board or is part of a publishing house's editorial team; scientific societies, professional organizations, national and international specialized associations, and joint commissions/working groups in which the candidate is active or serves as an expert, member, or coordinator; awards, titles, or distinctions received;
- educational credentials: Bachelor's, Master's, or Doctoral degrees, or certificates of equivalence/recognition of studies, as applicable; other diplomas, titles, or certifications held by the candidate that are considered relevant to the competition for the position of General Director at the INCD;
- the administrative act granting the professional research and development rank of CS II (equivalent to Established Researcher/R3) or CS I (equivalent to Leading Researcher/R4), or the university academic rank of Associate Professor or Professor;
- certificate(s) attesting to at least 3 years of seniority in management positions within research organizations in Romania or abroad, as referred to in Art. 16 para. (1) of Law no. 183/2024, as subsequently amended and supplemented, in the INCD's specific field of activity or in a related research field, or, as applicable, supporting documents demonstrating the role of project director for at least two competitively awarded and completed research projects—conducted either domestically or abroad—with a cumulative budget of at least EUR 400,000, in the INCD's field of activity or in a related research field;
- the management proposal, prepared in accordance with the framework structure set out in Annex no. 2;
- a criminal record certificate, valid at the time of submission;
- a medical certificate attesting to a suitable state of health, issued by the candidate's family doctor or by authorized medical facilities no more than six months prior to the competition, clearly stating the document number, date, and the issuer's name and capacity, in the standard format established by order of the Minister of Health;
- a fiscal record certificate, valid at the time of submission;
- a statement on own responsibility regarding the fulfillment of the competition participation requirements set out in Art. 172 para. (1) letters c), g), and h) of Law no. 183/2024, as subsequently amended and supplemented, in accordance with the template provided in Annex no. 3;
- any other documents deemed relevant by the candidate.
