Employment Status Exempt/Non-Classified/Salary Staff, full time, benefits eligible position.

Exempt employees are paid on a salary basis and are not eligible for overtime compensation. They are expected to fulfill the full scope of their job responsibilities regardless of the number of hours worked.

WVU Parkersburg employees in exempt managerial positions are expected to work a minimum of 37.5 hours per week to fulfill the basic requirements of their role. In practice, the responsibilities and leadership duties associated with these positions typically require more than 37.5 hours per week. Because these positions are exempt under the Fair Labor Standards Act (FLSA), work expectations are not defined by a maximum number of hours, but rather by the scope of authority, level of responsibility, and operational needs associated with the position.

Exempt employees are entrusted to exercise professional judgment in managing their time to ensure institutional goals are achieved and leadership expectations are met.

Shift Variable. Standard hours are 8:00am – 4:00pm.

Pay Grade 07 ($52,943 - $67,621) Salary is commensurate with education and experience

Function/Summary

This position provides results-oriented management of activities within Applied Technology Center (ATC) and Electrical & Instrumentation (E & I) Center facilities. The Director of the ATC and E & I facilities reports directly to the Dean of Workforce, Technical, and Computer Information Science Division (WTCIS). This position is responsible for executing growth, dual enrollment expansion, workforce pipeline development, and long-term regional positioning to include relationship growth. This is a hands-on opportunity to shape a program for the future industrial needs. The ideal candidate will aggressively meet and exceed program expectations. This position has supervisory duties.

Minimum Qualifications

Education:

  • Bachelor’s degree in workforce development education, business, communications, public administration or related field or equivalent education and/or experience.

Experience:

  • Minimum five (5) years of progressively responsible leadership experience in higher education, workforce development, economic development, or public administration.
  • Demonstrated success in enrollment growth, employer partnership development, or revenue-generating programming.
  • Supervisory and administrative management experience.

Licensure:

  • Required: Motor vehicle driver’s license

Duties/Responsibilities

25% Strategic Leadership & Growth

  • Lead implementation of the ATC and E & I Center growth.
  • Establish measurable annual targets for enrollment growth, dual enrollment expansion, workforce revenue, and employment engagement.
  • Provide performance updates and data reporting to the Dean of WTCIS.
  • Align campus initiatives with divisions academic and workforce strategies.

25% Workforce & Industry Engagement

  • Assess, develop and expand industry-informed training/educational needs of company and utilizes tools to map out training/educational plans in collaboration with Dean.
  • Collaborates with WED to grow employer new employment and incumbent employment training programs.
  • Works as a team to strengthen relationships and ensure program alignment with regional labor market demand.
  • Oversees all aspects of industry partner projects.

25% Strategic Enrollment Management & Dual Enrollment

  • Execute dual enrollment expansion strategies across Wood, Wirt, Pleasants, Ritchie and Tyler collaborating with the Dean of Early College.
  • Develop seamless academic pathways from high school to certificate and associates degree attainment.
  • Monitor and improve conversion, retention, and completion metrics.
  • Foster partnerships with K-12 systems.

20% Operational and Administrative Oversight

  • Supervise WTCIS Instructional Specialists – including JCC to ensure technical program continuity.
  • Promotes the continuous learning and professional development of instructional specialists through training programs, workshops and conferences.
  • Collaborate with Academic Affairs to develop and manage course scheduling.
  • Coordinates and oversees daily activities.
  • Oversee ATC and E & I facilities, safety, technology coordination.
  • Evaluates program strategies and develops continuous improvement plans which includes creating and maintaining a technology innovation roadmap that outlines key projects, initiative, and technology investments.
  • Participates in budget process and oversees daily administration, staffing, equipment procurement, scheduling and timely delivery of services.
  • Establishes and maintains relationships with other divisions of the college to include Admission, Registrar, Advising, Academic Deans, and Faculty.

  • Prepares grant reports as required.
