Position Summary
The Director of Budget and Auxiliary Business Services provides strategic leadership for the College's annual operating budget, long-range financial planning, budget analysis, forecasting, and auxiliary enterprise operations. This position partners with institutional leadership to ensure responsible stewardship of financial resources while maximizing the performance and profitability of auxiliary operations.
The Director serves as the institution's lead budget officer, coordinating the annual budget process, monitoring financial performance, and providing timely analysis to support executive decision-making. The position also oversees auxiliary enterprises, ensuring they are financially sustainable, customer-focused, and aligned with the College's strategic mission.
Essential Duties and Responsibilities
Budget Planning and Financial Management
- Lead the development and administration of the College's annual operating and capital budgets.
- Coordinate the institutional budget calendar and annual budget process.
- Work collaboratively with Cabinet members, department heads, and budget managers to prepare annual budgets.
- Develop multi-year financial forecasts and scenario analyses.
- Prepare monthly budget-to-actual reports for executive leadership.
- Analyze revenue and expenditure trends and recommend corrective actions.
- Monitor departmental spending and identify budget variances.
- Assist in developing institutional financial models for enrollment, tuition, grants, and auxiliary revenues.
- Support cash flow forecasting and long-range financial planning.
- Develop financial dashboards and key performance indicators (KPIs).
- Recommend budget reallocations and efficiency improvements.
- Assist with Board Finance Committee presentations and financial reports.
- Maintain the College's budget management software and financial planning tools.
Auxiliary Business Services
Provide strategic and operational oversight for the College's auxiliary enterprises, including but not limited to:
- Residence Life and Housing Financial Operations
- Dining Services
- Bookstore Operations
- Conference and Event Services
- Campus Rentals
- Parking Services
- Vending Operations
- ID Card Services
- Mail Services
- Other revenue-generating auxiliary operations
Responsibilities include:
- Develop annual operating budgets for each auxiliary enterprise.
- Monitor financial performance against budget.
- Analyze profitability and operational efficiency.
- Recommend pricing strategies for housing, dining, rentals, and other services.
- Develop business plans for new auxiliary revenue opportunities.
- Monitor vendor contracts and service agreements.
- Ensure auxiliary operations contribute positively to institutional financial sustainability.
- Benchmark auxiliary performance against peer institutions.
- Develop occupancy, utilization, and revenue reports.
Financial Analysis
- Prepare financial models supporting executive decisions.
- Conduct cost-benefit analyses for new initiatives.
- Evaluate staffing requests and financial impact.
- Analyze tuition revenue, enrollment trends, and net tuition performance.
- Analyze labor costs and departmental expenditures.
- Develop enrollment-based revenue projections.
- Support debt planning and capital financing initiatives.
- Assist with grant budgeting and financial sustainability analyses.
Strategic Planning
- Support implementation of the College's strategic financial plan.
- Participate in institutional planning initiatives.
- Develop financial projections for strategic initiatives.
- Assist leadership in evaluating new academic programs and auxiliary ventures.
- Recommend operational efficiencies and revenue enhancements.
Compliance and Internal Controls
- Ensure compliance with institutional budgeting policies.
- Develop budget policies and procedures.
- Maintain strong internal controls over budget management.
- Assist auditors with annual financial audits.
- Ensure compliance with federal, state, and accreditation financial reporting requirements.
Leadership and Supervision
- Supervise budget analysts and auxiliary business staff as assigned.
- Provide financial training for budget managers.
- Foster collaboration across academic and administrative departments.
- Build a culture of accountability, customer service, and continuous improvement.
Minimum Qualifications
Education
- Bachelor's degree in Accounting, Finance, Business Administration, Higher Education Administration, or a related field.
- Master's degree (MBA, MPA, Finance, Higher Education Administration, or related field) preferred.
Experience
- Five to seven years of progressively responsible experience in budgeting, finance, business operations, or higher education administration.
- Experience managing institutional budgets exceeding $15 million preferred.
- Experience with auxiliary business operations strongly preferred.
- Supervisory experience preferred.

- Experience with financial dashboards and business intelligence tools.
- Familiarity with ERP platforms such as Jenzabar, Ellucian, Sage Intacct, or similar systems.
