The Digital Equity Program Director provides leadership and coordination for a community-owned digital equity initiative, with Riverland Community College serving as the employer and administrative partner. This initiative aims to remove digital barriers that limit residents’ access to healthcare, education, employment, and civic engagement in Austin, Minnesota.

This position works in close collaboration with the Community Digital Equity Advisory Board, which guides program priorities, service delivery strategies, and success measures. Although employed by Riverland, the Supervisor represents the initiative as a neutral, trusted community resource and ensures program decisions remain grounded in community voice and needs.

The Supervisor manages program planning, operations, partnerships, data collection, reporting, and staff supervision for Digital Navigators located at community sites throughout the community.

This initiative is grant-funded for up to five (5) years (2026-2030). Work schedule may include occasional evenings and/or weekends based on community needs, outreach events, and partner site hours.

PRINCIPLE RESPONSIBILITIES AND RESULTS
Examples of key duties are interpreted as descriptive and not restrictive.

  1. Program Leadership, Planning Evaluation
    Lead the implementation and continuous improvement of the community-owned Digital Equity Initiative.
    Collaborate with the Community Digital Equity Advisory Board to co-develop program goals, service delivery models, outreach strategies, and success measures.
    Lead planning for long-term program sustainability, including partnership development, resource identification, and continuous improvement to support continuation beyond initial funding.
    Conduct needs assessments and analyze digital inequity indicators to ensure programming aligns with community priorities.
    Develop policies, procedures, and referral pathways that support accessible and culturally responsive service delivery.
    Ensure initiative alignment with Riverland’s administrative requirements as the employer.
    Priority: Essential Percent of Time: 40%
  2. Staff Supervision Training
    Lead, supervise the Digital Navigators. This includes but is not limited to hiring, coaching, and developing, promoting, rewarding, assigning, and reviewing work, directing work, approving transfers, disciplining, suspending, discharging, and adjusting grievances to ensure that staff are skill and able to meet work objectives.
    Provide coaching, mentoring, and professional development focused on digital literacy instruction, trauma-informed service, and culturally responsive community engagement.
    Establish workflows, caseload expectations, schedules, and quality standards for Navigator services.
    Support staff in navigating the dual accountability structure of a community-owned program housed within Riverland.
    Priority: Essential Percent of Time: 25%
  3. Partnership Development Community Engagement
    Serve as the primary community-facing representative for the Digital Equity Navigator program; promote the program, communicate its value, and support partner engagement to increase awareness, referrals, and utilization.
    Build and maintain relationships across community partners and cultures, including outreach and coordination with providers in varied settings (e.g., healthcare, county services, education, and community-based organizations) to ensure services are responsive, inclusive, and community-informed.
    Represent the Digital Equity Initiative in community meetings, outreach events, and collaborative efforts. Create and deliver presentations to build awareness for the program.
    Develop outreach strategies to reach priority populations disproportionately affected by digital inequity.
    Collaborate with Riverland’s Marketing and Communications team to develop neutral, community-facing program materials.
    Seek grants to provide sustainable funding beyond the initial program launch period of 5 years.
    Priority: Essential Percent of Time: 20%
  4. Program Operations, Data Reporting
    Participate in client support and training delivery as needed to support the Digital Navigators.
    Oversee community-site logistics, budgeting, technology inventories, data systems, and program materials.
    Ensure accurate data collection, documentation, and reporting on client progress, program outcomes, and community impact.
    Prepare reports for the Advisory Board, Riverland leadership, foundation partners, and funders.
    Ensure all activities comply with confidentiality, privacy, and ethical standards.
    Priority: Secondary Percent of Time: 10%
  5. Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner
    Participation in Riverland employee trainings and other duties that facilitate collaboration with other Riverland departments and employees for the benefit of the implementation of the Digital Equity Initiative.
    Priority: Secondary Percent of Time: 5%

Salary Range: $30.55 - $44.22 / $63,788.00 - $92,373.00

Minimum Qualifications
Minimum of three (3) years work experience in community-based program coordination, adult education, digital literacy, workforce development -OR- a bachelor’s degree and two (2) years of related work experience –OR– an equivalent combination of education and experience. An associate degree could be substituted for 6 months of experience, a bachelor’s degree is 12 months, and a master’s degree is 18 months within any of the following disciplines: Education, Human Services, Community Development, Technology, Communications or related.
Experience supervising staff, volunteers, students, or project teams.
Strong collaboration, facilitation, communication, and problem-solving skills.
Ability to learn and teach digital tools, devices, and commonly used online systems.
Demonstrated experience working with multicultural and underserved populations.

Preferred Qualifications
Experience with digital inclusion, digital equity, or technology-based education.
Experience working in rural communities or with populations facing access barriers.
Experience with grant reporting, evaluation, and community advisory governance models.
Bilingual/Multilingual fluent in Karen, Karenni, Somali, Pohnpeian, French, Nuer, Anuak, or other languages that reflect our student body, workforce, and communities.
