Job Description

This is a 12-month full-time administrative exempt (primarily grant funded) position, with some evenings.

The position is grant-funded and continued employment is contingent on sustained grant funding.

Description: The Director of TRiO Programs is responsible for the development, management, implementation, leadership, and continuously improvement of two departments: TRiO Student Support Services (SSS) and TRiO Talent Search (TS). In addition, the Director also oversees the Passport to Careers program who are housed within the TRiO SSS department.

The Director reports to the Dean for Student Support and Funding Services and serves as a member of the Student Affairs Leadership Team. The Director is responsible for ensuring program grant compliance, directing the activities and personnel of the Federal TRIO Student Support Services, TRIO Talent Search, and the Passport to Careers program. The Director oversees and supervises five professional full-time staff members and manages two TRiO budgets to the amount of $2.6 million dollars.

Essential Tasks

Duties
  • Administer the Student Support Services (SSS), Talent Search (TS) and Passport to Careers Program to accomplish program grant goals and objectives;
  • Work with the respective Program Managers for SSS and TS in the administrative oversight and operations of SSS, TS, and Passport activities and services, including Summer Bridge, Academic Tutoring, Academic Advising, Financial and Economic Advising, Career Counseling and Transfer Assistance, college visits, and other quarterly and annual activities;
  • Represent the program throughout the College and surrounding communities;
  • Develop project proposals, reports and evaluations;
  • With assistance from the TS Program Manager and SSS Program Manager, collect, review and compiled required data; and submit the SSS and TS Annual Performance Report;
  • Interpret and implement US Department of Education TRiO TS and SSS grant regulations applicable to the program and ensure internal accountability, federal, state and college policies and procedures;
  • Interview, select, train, supervise and evaluate program staff;
  • Administer the recruitment and selection of program eligible participants under the program admissions process;
  • Establish and oversee effective processes for data and information management to ensure timely and accurate reporting and confidentiality of participant records;
  • Ensure the maintenance of accurate online and/or physical case files of each program participant;
  • Prepare, oversee and maintain fiscal control of and accountability for the SSS, TS and Passport to Careers budget;
  • Coordinate the campus Passport to Careers Program, a Washington program that supports foster youth and unaccompanied homeless youth in college;
  • Maintain professional relationships with TRIO professionals and alumni; and participate on campus committees;
  • Meet and collaborate effectively with high school and middle school partners to operate effectively the TRiO TS program;
  • As applicable, instructor TRiO Courses along with respective Program Manager;
  • Monitor, track and enact appropriate actions to ensure TRiO programs meet grant objectives;
  • Resolves issues, provides reports, and ensures project/program objectives and policies are properly implemented;
  • Ensures the timely and accurate completion of the TS and SSS Annual Performance Report and other reports requested by the College and school partners;
  • Leads and works with the TS and SSS staff on all aspects of program review and student retention efforts such as surveys, focus groups, orientation sessions, parent workshops and intervention groups;
  • Work with the TS staff to participate in middle and high school staff and team meetings to review timelines, discuss objectives, refine implementation plans, and problem-solve;
  • Participates in professional development activities appropriate to the functions of the position, including state TRIO meetings/conferences, Highline College sponsored professional development, Department of Education sponsored training, and school district trainings;
  • Perform other duties as assigned.
Knowledge, Skills, and Competencies
  • Demonstrated cultural competency skills and commitment to work effectively with diverse, multicultural, first-generation, low income and disabled students;
  • Understanding of student development, financial aid programs, career planning, assessments, advising, college access and retention activities ensuring student success;
  • Knowledge of issues pertaining to students with disabilities, including ADA and related legislation;
  • Knowledge of comprehensive recruitment and selection processes for selecting program eligible participants;
  • Excellent oral and written communication;
  • Competent with technology, Internet, database systems and programs;
  • Experience interpreting and complying with federal regulations, and strict reporting deadlines;
  • Experience maintaining a system of monitoring academic progress and student records;
  • Proven leadership building effective teams to accomplish program objectives, assess results, and implement change;
  • Ability to establish effective partnerships with staff, faculty, and administrators in a higher education setting;
  • Grant-writing experience;
  • Commitment to the mission of community college and outreach to the community.

Qualifications

Minimum Qualifications
  • Bachelors degree required; AND
  • Minimum of three years of experience in the design, management, and implementation of student retention and/or college access programs; AND
  • Experience in leadership position in educational support, retention, college access, Multicultural Affairs, and academic enrichment programs; AND
  • Experience in staff supervision, management, and leadership; AND
  • Experience working with students who are academically under-prepared and have limited family and economic resources.
Desired Qualifications
  • Masters Degree preferred in education administration, counseling, higher education leadership, or related field.
