General Purpose
Under administrative direction, the Director is responsible for planning, directing, coordinating and overseeing the Districtwide Enrollment Management Plan that includes institutional enrollment goals and action plans in support of the District's Educational Master Plan and Strategic Plan. Monitors, researches and analyzes data to develop and implement data driven strategies in support of matriculation, outreach and retention efforts, reviews and establishes enrollment projections and targets, prepares, verifies and submits required state and federal reports, aligns services and resources that provide students access to classes, and supports student equity and success initiatives districtwide.

- Provides leadership for the planning, development and implementation of the mission, vision, and goals for enrollment management at the District and develops and recommends action plans to reach those goals.
OTHER DUTIES
- Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.
- Serves on committees and represents the District at local, regional, state and national conferences, meetings, workshops and training seminars.
- Participates in shared governance processes and initiatives.

Employment Standards / Minimum Qualifications
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
- Applicable federal, state and local laws, rules and regulations, including the Family Educational Rights and Privacy Act and California Education Code, Title V and Administrative Code provisions related to community college enrollment, admissions, registration, attendance accounting and recordkeeping.
- Community college curriculum, organization, operations, policies and objectives.
- Advanced knowledge of the operational characteristics of various student recordkeeping databases and computer systems used throughout the District and application of a wide variety of student support computer applications and network software.
- Working knowledge of data systems.
- Practices, methods, and procedures involved in developing, implementing and conducting effective enrollment management services.
- Principles and practices of organization, leadership, management, and personnel administration.
- Principles of budgetary planning, preparation, and management.
- Principles, theories, techniques, and methods of research, data warehousing and distribution of information.
- Capabilities of management information systems that relate to admissions and records planning, budgeting, scheduling, and reporting particularly with multiple funding sources.
- College curricula and instructional programs.
- Student programs and services at the college.
- Enrollment modes such as growth, decline, restoration and stability.
- Organization of post-secondary educational institutions.
- Record keeping and report preparation techniques to ensure information is accurately presented and reported.
- Advanced knowledge of math including statistics, addition, subtraction, multiplication, and division.
- Proper English usage, including spelling, grammar, and punctuation in order to compose items such as correspondence and/or reports.
- Customer service principles in order to appropriately interact with students, staff, faculty, and the public.
- Current computer operating systems, software applications and office productivity software such as word processing, spreadsheets, calendaring, presentation, and database programs.
Skills and Abilities to:
- Analyze a variety of administrative problems to make sound policy and procedural recommendations for their solutions.
- Examine instructional, relational, and classroom practices to more effectively engage and support diverse and economically disadvantaged students.
- Make effective oral presentations to a variety of audiences with differing levels of knowledge regarding student services.
- Effectively communicate with individuals for whom English is not a primary language.
- Exercise tact, diplomacy and confidentiality in dealing with sensitive and complex issues and situations.
- Plan and organize work to meet established timelines and department schedules.
- Operate standard office equipment such as computers, fax machines, copy machines, telephones, and others.
- Utilize word processing, spreadsheets, email, online calendaring and data entry/retrieval from database programs.
- Use interactive programming languages such as SPSS, SQL or other advanced data access and distribution tools.
- Rapidly learn and acquire skills in areas and technologies not previously assigned.
- Type at a sufficient speed to maintain workflow.
- Develop and direct a comprehensive enrollment management system that supports institutional commitment to student success and equity.
- Develop strategic communications, marketing and awareness activities to enhance community understanding of District's enrollment management objectives, services and activities.
- Effectively represent the District and campus at community events and present clear, concise, comprehensive reports to all in attendance.
- Establish and maintain effective working relationships with District and campus administrators, management, staff, students, diverse community, collaborative partner contacts, independent programs consultant/trainers, and the public.
- Understand, be sensitive to and respect the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disabilities and sexual orientation of students, parents, teachers, administrators and staff.
- Maintain consistent, punctual and regular attendance.
- Learn, interpret and apply federal and state laws and regulations, college and district policies and procedures.
- Promote workplace diversity and a positive work environment.
- Analyze problems, develop sound problem-solving models, and propose logical solutions to problems.
- Collect, interpret, and evaluate complex data and conduct studies to ensure data integrity and support the college and District research, planning and program review.
- Research, evaluate data, and prepare comprehensive, concise reports and recommendations.
- Prepare and monitor a budget.
- Learn Title V, California Education Code, Merit System Rules, Board Policy, Administrative Regulations and collective bargaining agreements in the District.
- Maintain confidentiality of sensitive information and records.
- Supervise, train, and evaluate personnel.
- Operate computers and their peripherals.
- Use current common software applications in order to accurately enter and retrieve data.
- Effectively engage and support historically minoritized groups by addressing issues of equity and improving culturally responsive service-oriented practices.
- Develop and maintain an inclusive work environment that fosters diversity, respect and engagement.
EDUCATION AND EXPERIENCE
Graduation from an accredited college or university with a bachelor's degree in education administration, business administration or a related field and seven years of increasingly responsible experience in an admissions and records office or enrollment department, at least two of which were at a management or supervisory level and included significant experience with student recordkeeping technology; or an equivalent combination of training and experience.
LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
Certain assignments may require a California driver's license and the ability to maintain insurability under the Districts vehicle insurance program.

APPLICATION REVIEW AND ASSESSMENTS
The application review process includes an evaluation of training and experience based on given application information and answers to supplemental questionnaire. Only the most qualified applicants, who pass the minimum qualifications review, will be invited to the assessment process.
The assessment process will include a performance (written) assessment (30% weight) and an oral interview assessment (70% weight). Passing score is 75% out of 100% on each assessment section.

ELIGIBILITY LIST
Candidates who attain a passing score on each part of the assessment will be placed in rank order on a District Office Open-Competitive List. Using the same process, a separate District Office Promotional List will be established and both Lists will be used concurrently. The eligibility list will be used to fill current vacancies in this classification at the District Office ONLY for at least six months.
PASSING THE ASSESSMENTS AND BEING PLACED ON THE ELIGIBILITY LIST DO NOT GUARANTEE AN OFFER OF EMPLOYMENT. VERIFICATIONS OF EMPLOYMENT WILL BE COLLECTED IF AN OFFER IS MADE.
