Under the direction of the assigned manager, act as working shift supervisor and participate in patrol, criminal, internal and administrative investigations, disciplinary actions; and supervise assigned staff and oversee the day-to day operation of assigned programs or functions.

DISTINGUISHING CHARACTERISTICS: This is the full or first line supervisory sworn office class allocated only to the District Police Department. The District Police Sergeant is responsible for serving as a supervisor and participating in patrol, criminal, internal and administrative investigations, disciplinary actions.

Responsibilities and Duties

ESSENTIAL FUNCTIONS:

  • Serve as a shift supervisor; plan, direct, and supervises the assigned patrol, dispatch and law enforcement staff and activities during an assigned shift.
  • Prepare, supervise, and direct work schedules to staff; conduct inspections for conformance to dress and uniform codes.
  • Monitor and evaluate work performance of subordinate staff. Plan, coordinate, and conduct evaluations and disciplinary actions; monitor assigned staff to ensure that Department rules, regulations, and policies are followed during an assigned shift; writes evaluations and maintains updated performance logs of assigned staff.
  • Assign staff development activities for assigned personnel; assist with planning, overseeing, or facilitating training programs for police personnel and the campus community.
  • Participate in the screening of and selection of assigned personnel.
  • Respond to crime and accident scenes. Supervise and participate in investigations. Participate in follow-up investigations, including gathering of evidence, questioning of witnesses, and apprehension of suspects. Oversee the collection and preservation of evidence.
  • Ensure that district police officers are dispatched to the scenes of crimes, accidents, and other emergency situations and provides leadership and supervision on these calls where required.
  • Assume lead role in preparing reports in cases for trial and may personally appear in court to present evidence and testimony.
  • Maintain communications with dispatching center and department officers.
  • Oversee the preparation of reports of shift activity and reviews reports submitted by dispatchers, officers and district safety officers.
  • Assist in developing crime control and prevention materials.
  • Work with other shift sergeants to prepare work schedules for assigned staff.
  • Assist in maintaining and updating the automated parking system.
  • Assist in maintaining and upgrading the Automated Records Management System.
  • Assists in the collection, preservation, and destruction of evidence and property.
  • Assist to coordinate police activities with other campus departments and with outside agencies.
  • Participate in the planning, development, implementation and management of the District Police Department’s budget as assigned.
  • Assigned, perform the duties and responsibilities of the District Police Chief and Public Safety Programs in the absence of, or in coordination with, the District Police Chief.
  • Participate and assist the District Police Chief to plan, coordinate, and administer the development of District Police Department operations, policies, goals, objectives and procedures.
  • Participate on committees, task forces, and in special assignments.
  • Respond to citizen complaints and requests for information; conduct informal and formal complaint investigations as assigned. Conduct administrative reviews and or investigations as assigned.
  • Provide technical staff assistance to the District Police Chief or College Administration involving such work activities as specialized project research, public information, legislative analysis, statistical analysis and other activities.
  • Evaluate operations and activities of assigned responsibility; recommend improvements and modifications.
  • Assume command and coordination of police activities at emergencies and function as an onsite incident commander.
  • Performs related duties and responsibilities as assigned.

Qualifications

Knowledge of:

  • Police methods and procedures including patrol, crime prevention, traffic control, investigation, identification techniques, and emergency response
  • Concepts pertaining to the preparation of police records and reports.
  • Criminal law pertaining to the apprehension, arrest, and custody of persons committing misdemeanors and felonies, including rules of evidence pertaining to the search and seizure and the preservation and presentation of evidence in traffic and criminal cases. Pertinent laws and codes.
  • Principles and practices of supervision, leadership, training, performance evaluations, and human resources management.
  • Methods and techniques pertaining to writing reports, writing professional level correspondence, providing testimony in court, making presentations, and conducting trainings.
  • Departmental and District policies and procedures.

Ability to:

  • Supervise, coordinate, schedule, evaluate, and train subordinates; and serve as an effective leader over assigned staff.
  • Analyze situations and adopt effective courses of action.
  • Read, interpret, explain, follow, and apply laws and regulations.
  • Communicate effectively in oral and written form.
  • Prepare clear, concise, and comprehensive written reports.
  • Maintain positive working relationships with prosecutors and representatives of other law enforcement agencies or outside agencies.
  • Work constructively to resolve conflict and develop a consensus.
  • Establish and maintain cooperative and effective working relationships with all employees and others encountered in the course of work.
  • Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, linguistic, and ethics backgrounds and disabilities of community college students and staff as demonstrated by skills and abilities in cultural responsiveness and cultural humility.

EDUCATION AND EXPERIENCE:

Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and skills would be:

Education: Associate’s Degree from an accredited college or university.

Experience: Three years’ experience of law enforcement as a Post Certified Peace Officer with one year of leadership or supervisory experience.

OTHER CERTIFICATIONS, LICENSES, OR SPECIAL REQUIREMENTS:

  • Possession of a valid unexpired California Commission on Peace Officer Standards (POST) Basic Course certificate or Basic Course POST certificate waiver, required.
  • A valid Class "C" California Driver's License is required by the time of appointment.
  • Possession of, or ability to obtain, an appropriate, valid first aid/CPR certificate within 30 days of appointment.
  • The incumbent may be required to work evenings (including attending board meetings) and other irregular hours including weekends and holidays.

Work Environment: While performing the duties of this job, the employee frequently works in outside weather conditions. The employee occasionally works near moving mechanical parts; in high, precarious places; and with explosives and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration. The employee may have exposure to blood borne pathogens, possible fights and confrontations, and contact with dissatisfied or abusive individuals. The noise level in the work environment is usually moderate.

Hazards: Work involve exposure to adverse weather conditions and heavy traffic conditions. Potential physical hazards include intervening in fights and other anti-social, illegal and violent behavior; and contact with dissatisfied or abusive individuals.
