Economists at Institute of Public Policy and Administration (IPPA)
Summary of the Positions
The University of Central Asia (UCA) seeks exceptional economists to join the Institute of Public Policy and Administration (IPPA) within its Graduate School of Development (GSD). Established in 2011, IPPA provides robust, evidence-based research and analysis on the policy challenges shaping Central Asia. Its mission is to deliver outstanding postgraduate and executive education alongside impactful research that strengthens decision-making and contributes directly to economic and social development in Central Asia’s mountain societies and beyond.
We welcome applications from economists at all career stages, from recent PhD graduates eager to launch their academic careers, to mid-career scholars ready to lead ambitious projects, and senior professors seeking to bring their expertise to bear on transformative policy and development challenges.
About the Roles
The primary responsibility of the successful candidates will be to conduct and disseminate world-class research in priority areas such as:
- Sustainable Development and Climate Change
- Environmental and Carbon Economics
- Labour Markets and Human Capital
- Development Economics and Applied Data Analysis
- Agricultural and Food Security Economics
- Urban and Regional Development
- Macroeconomic Policy
- Health Economics and Policy
Candidates will be expected to publish in leading international journals, generate competitive grant income, collaborate within multidisciplinary teams, and engage directly with policymakers, civil society, and international organisations.
At the same time, all faculty will play an important role in teaching and mentoring within GSD’s programmes, particularly through contributing to UCA’s new Master’s in Economic Analysis with Data Science (launching in 2026). This first-of-its-kind programme in the region provides a unique platform to train future economists in advanced data-driven approaches. While impactful research remains the primary focus of the role, candidates should also be excited to help shape and deliver this innovative curriculum, ensuring it is rooted in the realities of Central Asia’s development context.
Why Join UCA?
As part of GSD, IPPA operates in a multidisciplinary environment, working closely with colleagues in environmental science, cultural heritage, governance, and mountain societies research. This setting enables economists to work across disciplinary boundaries and to generate research that not only advances scholarship, but also delivers tangible impact on the pressing challenges of sustainable development, climate change adaptation, and economic transformation.
Joining UCA means joining a young and ambitious university at a pivotal moment. This is more than an academic post: it is an opportunity to influence policy, train future leaders, help build resilience and prosperity across Central Asia’s mountain societies, and develop a young, ambitious, international university uniquely operating across three Central Asian countries.
