Description:
The Emergency Management Specialist supports the development and coordination of university-wide emergency preparedness and continuity of operations planning programs. This role is critical in enhancing the university's preparedness, response, recovery, and mitigation capabilities through planning, training, outreach, and response. Pursuant to the State of Texas Executive Order No. GA-48, this position researches, works on, or has access to critical infrastructure and requires the ability to maintain the security or integrity of the University infrastructure. This position requires personnel be routinely reviewed to determine whether or not criminal history or continuous connections for the government or political apparatus of a foreign adversary might prevent the employee from being able to maintain the security or integrity of the infrastructure.
- Assists with the creation, development, implementation and review of campus emergency management plans and programs.
- Coordinates emergency planning efforts with campus partners by providing subject matter expertise, resources and guidance to departments developing emergency and continuity of operations plans.
- Creates and promotes emergency preparedness education and outreach programs, initiatives, and events.
- Develops and conducts applicable emergency management training; Develops and designs drills and exercises to test the university's plans and institutional response capabilities.
- Updates and maintains all internal Office of Emergency Management (OEM) resources, Emergency Operations Center (EOC) content library, historical information and contact lists for emergency response and support.
- Collects data from various sources to conduct assessments and performs analysis for accuracy, completeness, and relevance.
- Assist with the maintenance of the EOC and its systems, including but not limited to virtual incident management systems, emergency notification systems, etc.
- Support the university's EOC during activations, campus incidents or campus special events as requested. Is available for 24-hour on-call response during emergencies to perform emergency management functions and related duties.
- Performs other job-related duties as assigned.
MQ: Education: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.
Experience: Requires a minimum of three (3) years of directly job-related experience. Certification/Licensing: FEMA National Incident Management System (NIMS) and Incident Command System (ICS) Certifications: 100, 200, 300, 400, 700, 800 or ability to acquire within six months.
