Emergency Management Specialist
Position Purpose
The Emergency Management Specialist, under the supervision of the Campus Emergency Manager, provides operational support and development of Dartmouth emergency preparedness and business continuity efforts, and coordinates, plans, develops, and implements emergency preparedness/disaster response processes and procedures. Attends and supports emergency preparedness sub-committees and workgroups; networks with emergency response community partners to coordinate preparedness efforts as directed. Maintains an awareness of the responsibilities and support needs of Dartmouth Administrators. Helps to coordinate and manage the Emergency Operations Center during actual events/emergencies.
Key Accountabilities
- Contribute to the design, development, coordination, and implementation of Dartmouth’s All-Hazards Emergency Operations and Continuity of Operations Plans and Protocols, as well as Incident Specific Plans.
- Assist in the development of training materials and conduct training to meet the needs of our students, faculty, and staff for emergency situations.
- Build relationships across campus and with local, regional, state, and federal agencies to improve interdepartmental cooperation in emergency situations.
- Assist in the development of regular Emergency Preparedness Drills, which should incorporate local, regional, state, and federal partners where appropriate.
- Support Dartmouth’s compliance with the Incident Command System and National Incident Management System.
- Support the management of DartAlert, Dartmouth’s multimodal mass notification system.
- Assist departments in the development of their individual Emergency Plans.
- Investigate, research, and make recommendations regarding best practices with respect to emergency preparedness.
- Assist in the development of outreach materials to educate community members on Emergency Preparedness.
- Maintain the Office of Emergency Preparedness website.
- Support the identification, procurement, stocking and inventory of supplies and equipment needed to support emergency preparedness and response across campus.
- Assist in the planning, coordination, and execution of exercises to test, evaluate and improve emergency plans.
- Manage Dartmouth’s AED program.
- Active participation in the Emergency Planning Group (EPG).
- Provide project management support for EPG workgroups.
- Prepare and present materials at local emergency preparedness meetings.
- Represent Dartmouth at the local and state and national levels as directed.
- Conduct inventory, calibration and periodic testing of necessary systems and equipment.
- May serve in an incident command staff position during Emergency Operations Center (EOC) activations for emergencies.
- Send out emergency messages via DartAlert during emergencies.
- Play a leadership role in activations of the Emergency Operations Center (EOC).
- Provide first response to emergencies, performing initial assessment and evaluation of incidents. Serve 24/7 “on call”.
- Prepare After Action Reports.
