The School of Foreign Languages and International Education of Dalian Ocean University traces its origin to the Foreign Language Teaching and Research Section under the Basic Courses Department. It was upgraded to the Foreign Language Department in December 2002, renamed the School of Foreign Languages in July 2007, and finally established in its current form in May 2019 through the merger of the former School of International Education and the School of Foreign Languages.

Currently, the school offers three undergraduate programs: English, Japanese, and Translation. The Japanese program evolved from the junior college program in “Japanese for Aquatic Products Trade” founded in 1996; after four years of development, it was upgraded to an undergraduate program in 2000 and accredited as a program for the second bachelor’s degree by the Ministry of Education in 2020. The English program originated from the junior college program in “Business English” launched in 1994, was upgraded to an undergraduate program in 2002, and was named a model undergraduate program of Liaoning Province in 2019. The Translation program, a newly accredited one in 2022, started enrolling students in September 2022. In 2013, the school obtained the right to award Master of Translation and Interpreting (MTI) degrees, and officially began enrolling MTI students in 2015. Additionally, the school gained qualification for international student education in 1997 and started admitting international students in 1999.

The school comprises three departments: the English Department, the Japanese Department, and the Translation Department, which undertake the teaching tasks for the three undergraduate programs (English, Japanese, Translation) and the MTI program across the university. Presently, it has over 1,000 undergraduate students on campus, has enrolled more than 450 MTI students in total, and currently has over 200 postgraduate students. For international students, the school adopts a level-based teaching model and offers six types of classes: Sino-foreign joint undergraduate programs, international master’s programs, long-term and short-term Chinese language programs, exchange student programs, HSK preparation classes, and short-term business Chinese classes. To date, the school has admitted over 1,000 international undergraduate and postgraduate students from more than 10 countries, including the United States, South Korea, Australia, Russia, Japan, Bangladesh, Equatorial Guinea, and Norway.
