Export Control Coordinator

Job Summary

The Export Control Manager reports to the Assistant Vice President for Research Compliance & Security and is responsible for implementing, overseeing and helping to develop and update the university’s export control compliance program. Incumbent will work closely with a broad array of university units and stakeholders to assess and mitigate risks associated with international collaborations, research activities, and technology transfers.

Essential Functions

  • Ensure institutional export control compliance with state and federal regulations and policies, including National Security Presidential Memorandum 33 (NSPM-33), Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Office of Foreign Assets Control (OFAC), and related federal regulations for research, testing, academic programming, and other university activities through collaboration with faculty, researchers, legal counsel, academic affairs, other administrative units and external stakeholders. Work with university stakeholders, Office of General Counsel and other appropriate individuals to determine export control classifications and license requirements. Serve as a resource to as well as develop and implement compliance training programs for faculty, students, staff and/or other stakeholders as appropriate. Assist with development and/or review of technology control plans and other risk management plans. Evaluate institutional visitor requests, research sponsors, proposals and awards, potential vendors, purchase orders, international travel, and international material transfer for export control compliance. Contribute to continued development and updates to the university’s export control program based upon the most up-to-date regulations and standards. Maintain appropriate records for export control compliance and audit. Other duties as assigned, particularly to support compliance activities related to export control, research security, and emerging regulatory risk areas.

Education

Bachelor’s degree in science or related field required; advanced degree preferred.

Licenses/Certifications/Requirements

  • Must be eligible for employment in areas governed by the US Patriot Act and the Public Health and Bioterrorism Preparedness and Response Act of 2002. Must successfully complete a Department of Justice/Federal Bureau of Investigation security risk assessment background check. Certification in export compliance (e.g., CUSECO, ECoP) is a plus.

Experience

Requires a minimum of at least 4 years in office management with 3 years of work experience in research administration and federal grant compliance. Excellent knowledge and interpretation of complex federal regulations and ability to translate regulatory requirements into practical and useful guidance for researchers. Ability to communicate and work effectively and collaboratively across diverse administrative and academic university units, other universities, federal agencies and other regulatory authorities, and project sponsors. Must be detail oriented with a high degree of accuracy. Must possess a high degree of integrity, initiative, and the ability to work independently and handle sensitive and confidential information.

Leadership

Functional guidance over nonexempt staff including general scheduling, assigning tasks and monitoring work activities.

Physical Requirements

Job is physically comfortable; individual is normally seated and has discretion about walking, standing, etc. May occasionally lift very lightweight objects.

Working Conditions

Standard working environment with possible minor inconveniences due to occasional noise, crowded working conditions and/or minor heating/cooling or ventilation problems. Near continuous use (>70% of the time) of a video display terminal.

Compensation

The compensation for this position is starting at $63,000 annually and is commensurate with experience.
