Export Control Manager

The Export Control Program Manager is responsible for the development, implementation, and oversight of the university's export control, research security, and Responsible Conduct of Research (RCR) programs. Situated within the Office of Research Integrity and Compliance (ORIC), this position plays a central role in supporting a growing research enterprise at a Primarily Undergraduate Institution (PUI) transitioning from R2 to R1 status.

Reporting to the Associate Director of Research Security and International Compliance, this role integrates export control compliance, research security requirements, and research integrity expectations into a cohesive and scalable framework. The position ensures institutional readiness for evolving federal mandates while fostering a culture of ethical, secure, and globally engaged research.

Duties and Responsibilities:

  1. Export Control Program Management
    • Lead and manage the university's export control compliance program in alignment with ITAR, EAR, and OFAC requirements.
    • Conduct export control reviews of sponsored programs, international collaborations, technology transfers, and restricted materials.
    • Develop and implement Technology Control Plans (TCPs).
    • Oversee restricted party screening and maintain compliance documentation.
  2. Research Security Program Development & Oversight
    • Assist with development and implementation of the research security program aligned with NSPM-33.
    • Partner with IT Security and Sponsored Programs on data security, sensitive research, and international collaborations.
  3. Responsible Conduct of Research (RCR) Program Oversight
    • Co-develop and manage the RCR program.
    • Coordinate with compliance committees and promote ethical research practices.
  4. Education, Outreach, and Faculty Engagement
    • Design and deliver training on export control, research security, and RCR.
    • Develop resources and serve as advisor to academic units.
  5. Collaboration & Service
    • Partner across units and engage with external organizations.

Qualifications:

Required: Bachelor's degree; experience in research compliance, export controls, or research administration; working knowledge of ITAR, EAR, OFAC; familiarity with NSPM-33; experience developing training or compliance programs; strong communication skills.

Preferred: Master's degree or certification (e.g., CECP, CRA); higher education experience; familiarity with RCR; experience building compliance programs.
