Offer Description
National Research Authority organizes a competition for the position of General Director at the National Institute of Research and Development in Tourism – INCDT Bucharest, in accordance with the Governmental Decision no. 743 of 18 September 2026 on the approval of the Competition methodology for occupying the position of General Director at National Institutes of Research-Development, published in the Official Gazette no 804 of 22 September 2026, part I.
National Institute of Research Development in Tourism – INCDT is located in Bucharest, 17 Apolodor street, no 17, sector 5.
Its field/object of activity is carrying out fundamental and applicative research of public and national interest for the development and promotion of Romanian tourism, in accordance with the provisions stipulated in the Annex I of the Governmental Decision no 1122 from 15 July 2004 regarding the organizing and functioning of the National Institute of Research Development in Tourism – INCDT Bucharest, published in the Official Gazette of Romania no 692 from 2 August 2004, first part.
The conditions for participation at this competition are presented in art. 17^2 para. (1) of Law no. 183/2024 on the status of research, development, and innovation personnel, with subsequent amendments and completions.
The content of the competition file is in accordance with the art. 9 of the Annex to the Governmental Decision no. 743/2026 regarding the approval of Competition methodology for occupying the position of General Director at National Institutes of Research-Development.

Additional Information
Eligibility criteria
To participate in the competition for the position of General Director of the INCDT, the candidate must cumulatively meet the following conditions:
a) holds at least the professional research and development rank of CS II (equivalent to Established Researcher/R3) in the INCDT’s field of activity, or, by equivalence, holds at least the university academic rank of Associate Professor in the INCDT’s field of activity;
b) has at least 3 years of experience in a management position within research organizations (in Romania or abroad) in the INCDT’s specific field of activity or a related research field, OR has won through competition and completed at least two research projects (in Romania or abroad) with a cumulative budget of at least EUR 400,000, acting as project director, in the INCDT’s field of activity or a related research field;
c) possesses written and spoken proficiency in Romanian or English;
d) is in a state of health appropriate for the position being applied for;
e) has not been finally convicted of an offense against national security, authority, or humanity; corruption or official misconduct offenses; forgery or offenses against the administration of justice; or intentional offenses that would render the candidate incompatible with the exercise of the position sought—unless rehabilitation, post-conviction amnesty, or decriminalization of the act has occurred;
f) has no entries in their fiscal record regarding offenses, in accordance with Government Ordinance no. 39/2015 on fiscal records, approved with amendments by Law no. 327/2015, as subsequently amended and supplemented;
g) is not subject to a sanction provided for in Art. 63 letter d), imposed for the violation of ethics and good conduct norms in research, development, and innovation activities pursuant to Art. 52;
h) neither the candidate nor their spouse, relatives, or in-laws up to and including the third degree hold shares or equity interests in a company with the same profile or with which the INCDT maintains direct commercial ties.
