Position Purpose: The Housing Voucher Program Manager administers and manages federal, state, county and grant-funded housing assistance programs, including Housing Choice Voucher (Section 8), Ramsey County subsidy programs, Housing Trust Fund, Bridges, Housing Support and other assigned housing voucher initiatives. The position is responsible for program administration, regulatory and funder compliance, reporting, funding management, landlord payment oversight, quality assurance, staff supervision and collaborative relationships with participants, landlords, internal teams, funders and community partners.

Job Qualifications:

Bachelor's degree in human services, public administration, business administration, housing administration or a related field, or an equivalent combination of relevant education and experience.

Two years of experience administering rental assistance, housing subsidy, supportive housing or similarly regulated programs. Supervisory experience in a community-based, public-service or human-services setting. Experience working with government-funded or grant-funded programs, compliance requirements and reporting deadlines. Preferred experience with Housing Choice Voucher (Section 8), HUD-funded housing, HMIS or housing management software and services for adults living with mental illness, substance use disorders or other disabilities.

Work is primarily performed in an office or remote-office environment using a computer, telephone and other technology for extended periods. The position requires frequent keyboarding and repetitive use of the hands and wrists, reading and reviewing detailed information, and communicating by telephone, video and in person. Periodic local travel is required to attend meetings, site visits, training and agency functions.
