Job Summary
The Human Resources Business Partner serves as a strategic advisor to academic, healthcare, clinical, research, and administrative leaders, aligning human resources strategies with institutional goals. This position provides consultation and support in employee relations, performance management, workforce planning, organizational effectiveness, employee engagement, talent development, and compliance.
The HR Business Partner partners with leaders to address complex workforce issues, resolve employee concerns, support organizational change, and foster a positive and productive workplace culture. The role uses workforce data, trends, and best practices to develop solutions that enhance employee engagement, organizational performance, and operational effectiveness while ensuring compliance with applicable employment laws, regulations, and university policies.
A visible and trusted partner, the HR Business Partner collaborates across the university, health system, clinics, and research enterprise to provide proactive guidance, build leadership capability, and support the achievement of strategic business objectives.
Major Responsibilities/Duties/Critical Tasks
- Serve as the primary HR Business Partner for assigned academic, healthcare, clinical, research, and/or administrative units, providing strategic consultation and guidance to leaders on workforce planning, organizational effectiveness, employee relations, employee engagement, talent management, and compliance.
- Advise and coach leaders on performance management, employee conduct, workplace conflict, policy interpretation, corrective action, organizational change, and other complex employment matters while balancing business needs, legal requirements, and institutional objectives.
- Manage employee relations matters from intake through resolution, including investigations, workplace concerns, performance issues, disciplinary actions, accommodation-related matters, and reports involving discrimination, harassment, retaliation, or professional conduct concerns.
- Partner with leaders to foster a positive workplace culture by analyzing employee engagement, turnover, exit interviews, workforce trends, and organizational challenges, and recommending strategies to improve retention, engagement, leadership effectiveness, and team performance.
- Support compliance with federal and state employment laws, university policies, accreditation requirements, and healthcare and research-related regulations, ensuring consistent and compliant HR practices across assigned client groups.
- Develop, facilitate, and support training and development initiatives related to leadership development, employee relations, compliance, performance management, onboarding, workplace conduct, and organizational effectiveness. Measure and report on program effectiveness and workforce outcomes.
- Collaborate with HR teams, including Talent Acquisition, Compensation, Benefits, HRIS, Payroll, and Leave Administration, to deliver integrated HR solutions that support organizational goals and operational needs.
- Analyze workforce data and key HR metrics; prepare reports, recommendations, and action plans for leadership to support informed decision-making, operational effectiveness, and strategic workforce initiatives.
- Lead or participate in HR projects, process improvement initiatives, policy development, organizational change efforts, and other strategic initiatives that support the University's academic, healthcare, and research missions.
- Perform other duties as assigned.
Required Education/Experience
- Bachelor's degree in Human Resources, Business Administration, Organizational Development, Healthcare Administration, Higher Education Administration, or a related field required.
- Three (3) years of related experience. One year must be at the level of a HR Generalist or higher.
- Experience with HRIS systems, case management tools, workforce analytics, employee engagement survey action planning, and training development.
- Experience managing employee relations issues.
- May accept a combination of education and experience.
Preferred Education/Experience
- Experience serving as an HR Business Partner or senior HR consultant in a university, health system, academic medical center, hospital, clinic, or research environment.
- Experience supporting faculty, staff, clinical employees, and/or research personnel.

- Comprehensive knowledge of human resources principles and practices, including employee relations, performance management, workforce planning, organizational development, talent management, employee engagement, and employment law.
- Demonstrated ability to serve as a trusted advisor to leaders by providing strategic consultation, coaching, and practical solutions to complex workforce and organizational challenges involving faculty, staff, clinical, research, and administrative employees.
- Strong knowledge of applicable federal and state employment laws and regulations, including EEO, ADA, FMLA, FLSA, Title IX, and related compliance requirements, with the ability to interpret and apply policies consistently and appropriately.
- Exceptional interpersonal, communication, consulting, conflict resolution, and relationship-building skills, with the ability to influence and collaborate effectively with stakeholders at all levels of the organization.
- Strong analytical, problem-solving, and decision-making skills, including the ability to assess risk, analyze workforce trends and metrics, identify root causes, and develop data-driven recommendations.
- Ability to navigate sensitive and complex employment matters with professionalism, sound judgment, discretion, and a high degree of confidentiality.
- Ability to manage multiple priorities and projects in a dynamic environment while maintaining attention to detail, customer service, and continuous improvement.
- Proficiency in HR technology systems, reporting tools, and Microsoft Office applications, with the ability to leverage data and technology to support business and workforce objectives.

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length.
