About The Job

The Centre for Skills-First Practices aims to build capability and mindshare of stakeholders to articulate, activate, and recognise skills, thereby driving the optimisation of human capital development and the effective use of skills in Singapore.


Reporting to the Deputy Director, as a Lead Analyst in the Centre for Skills-First Practices, you will lead the design and application of advanced analytical methodologies to generate actionable insights into skills demand, supply, gaps, and solutions. The role combines applied research and strategic translation: you will bridge upstream research and analytics with downstream capability development programmes, ensuring insights are translated into practical tools and interventions that empower stakeholders to embrace skills-first practices. You will also advise on the Skills-First research and analytics agenda for the Centre, by monitoring international and local research relevant to skills-first practices and identifying areas of strategic importance. A core part of the role is to build strong collaborations with internal teams and external stakeholders to drive alignment, synergy, and impact.

Key Responsibilities

Advanced Analytics and Foresight (50%)

  • Develop and apply cutting-edge analytical methodologies to generate insights into skills demand, supply, gaps, and solutions.
  • Design and execute labour market intelligence projects to support workforce development and planning.
  • Produce timely analyses and reports that inform workforce and organisational transformation initiatives.

Research Translation and Programme Integration (25%)

  • Translate upstream research and analytics into downstream programmes that strengthen capability development in stakeholders to embrace skills-first practices.
  • Contribute evidence-based inputs to the design of tools, frameworks, workshops, programmes for skills-first adoption.

Research Agenda and Knowledge Scanning (15%)

  • Monitor and synthesise global and local research relevant to skills-first practices.
  • Advise the Centre leadership on emerging trends, gaps, and opportunities in research and practice.

Stakeholder Collaboration and Transformation Projects (10%)

  • Establish strong partnerships with internal and external stakeholders to identify synergies and co-develop projects.
  • Contribute expertise to analytics and transformation initiatives.
  • Represent the Centre in collaborative discussions, sharing findings and building consensus across stakeholders.

Job Requirements

  • At least 7–10 years of relevant experience in data analytics, workforce research, or related domains.
  • Strong track record of applying innovative methodologies in practical, policy, or organisational contexts.
  • Analytical Excellence: Deep expertise in labour market analytics, workforce modelling, or related fields, with the ability to apply advanced analytical methodologies to real-world problems.
  • Research-to-Practice Translation: Proven ability to bridge research insights into applied tools, frameworks, or programmes that support organisational and workforce capability development.
  • Knowledge of Skills-First Practices: Familiarity with global and local research on skills, workforce development, and human capital optimisation.
  • Stakeholder Collaboration: Ability to work across boundaries with internal teams, government agencies, employers, unions, and international partners to build synergies.
  • Transformation Orientation: Experience in driving or supporting workforce or organisational transformation projects, ensuring insights are actionable and impactful.

The successful appointee will be based in IAL Campus located at Lifelong Learning Institute next to Paya Lebar MRT station.
