Description

The Lieutenant serves as the commanding officer for all HUPD operations during the overnight shift. This position is responsible for supervising and directing sworn and non-sworn personnel, ensuring the safety and security of the campus community, enforcing federal, state, and local laws, as well as University policies. The Lieutenant provides leadership, oversight, and operational decision-making to maintain a high standard of professional police service during non-business hours.

Work Schedule:

• Full-time position assigned to the night shift; schedule may include weekends, holidays, and special events.
• Required to respond to emergencies and report for duty during inclement weather or University closures.

Examples of Duties

• Direct and supervise all patrol and support operations during the assigned night shift.
• Provide leadership, guidance, and performance oversight for assigned personnel, including Sergeants, Corporals, Officers, and Security Officers.
• Respond to major incidents, emergencies, and calls for service; assume command as the highest-ranking officer on duty.
• Ensure compliance with department policies, procedures, and applicable laws.
• Review and approve incident, arrest, and investigative reports for accuracy and completeness.
• Coordinate shift briefings, assignments, and deployment strategies to ensure optimal coverage.
• Conduct regular inspections of personnel, equipment, and facilities.
• Maintain communication with the Command Staff regarding significant incidents and operational issues.
• Serve as the liaison with other law enforcement agencies, emergency services, and University departments during the night shift.
• Provide training, mentoring, and career development for subordinate personnel.
• Investigate and resolve personnel issues, applying corrective actions when necessary.
• Oversee special operations, safety escorts, and event coverage occurring during night hours.
• Prepare and maintain operational records, reports, and administrative documentation.
• Perform other duties as assigned by the Captain or Deputy Chief.

Typical Qualifications

• Bachelor's degree in Criminal Justice, Public Administration, or a related field preferred.
• Minimum of five (5) years of progressively responsible law enforcement experience, including two (2) years in a supervisory capacity.
• Current certification as a law enforcement officer by the Virginia Department of Criminal Justice Services (DCJS) or the ability to obtain certification.
• Strong leadership, communication, and decision-making skills.
• Demonstrated knowledge of law enforcement principles, investigative techniques, and crime prevention strategies.
• Proficient in the use of police technology, including radios, body-worn cameras, and computer-aided dispatch/reporting systems.

Supplemental Information

• Must be in good physical condition, including vision and hearing.
• Ability to stand, walk, run, stoop, kneel, climb, and lift up to 50 pounds.
• Ability to operate a motor vehicle and police equipment safely.
• Must be capable of using force, including lethal and less-lethal options, when necessary to gain control and protect life and property.
