Job Description

The Communications Center Manager provides leadership and operational oversight for the University's 24/7 Communications Center, which includes the 9-1-1 Dispatch Center and central alarm monitoring station. This position ensures the effective and efficient delivery of essential emergency communication services, including police, fire, EMS, and emergency management, to support the safety and well-being of the Notre Dame campus community. The manager supervises up to three Lead Communications Officers and indirectly oversees up to 15 dispatchers.

Decision-Making & Impact

The Communications Center Manager is responsible for developing and executing policies that directly impact campus safety and departmental operations. Key decisions such as adjusting staffing for major events or revising dispatch procedures carry significant implications for officer safety, emergency response outcomes, and departmental budgets.

Policy Development

This position establishes and recommends changes to operating policies and procedures within the Communications Center. Examples include implementing updated emergency response protocols and adjusting classification systems within the CAD software.

Key Responsibilities:

  • Communications Center Operations (60%): Manage the day-to-day operations of dispatchers in both emergency (9-1-1) and non-emergency communications. Supervise, train/oversee training, hiring, schedule, and evaluate staff to ensure quality performance and adherence to department standards. Facilitates employee growth through coaching, feedback, and the implementation of corrective strategies aimed at improving performance and behavior. Regularly review and audit CAD entries and telephone/radio recordings. Develop and implement operational policies and procedures.
  • Regulatory Compliance (15%): Serve as the University's IDACS Coordinator, ensuring compliance with NCIC/IDACS regulations. Maintain required records and prepare for audits. Provide training and updates to staff as necessary.
  • Quality Assurance (15%): Review a minimum of 10% of monthly emergency medical calls to ensure adherence to emergency medical dispatch (EMD) protocols. Ensure dispatchers complete at least 12 hours of EMD training annually and maintain certification.
  • Operational Support (10%): Perform the full duties of a communications officer during high-demand situations, staff absences, or emergencies. Provide coverage for breaks and critical periods as needed.

  • Strong interpersonal and communication skills
  • Proficiency in CAD systems and familiarity with emergency dispatch protocols
  • Ability to remain calm and professional during crisis situations
  • Exceptional attention to detail and commitment to service quality

Working Conditions

  • Must be able to remain at the dispatch console for extended periods, often during stressful or emergency situations

Qualifications

Required Qualifications

  • Education: High school diploma or GED required; associate or bachelor's degree in a related field preferred.
  • Experience: 3-4 years of experience in emergency communications, with demonstrated supervisory experience preferred.
  • Certifications: EMD/ProQA certified; IDACS operator certification and ability to serve as IDACS Coordinator; EMD/ProQA Instructor and Quality Assurance certification preferred.

Additional Information

Salary Range: $72,000 - $85,000/yr
