Negotiation: Leads or coordinates business and
commercial negotiations with vendors and other external parties to
obtain favorable terms, pricing, service levels, and conditions
within delegated authority; coordinates legal terms and legal
issues with the Office of General Counsel, as appropriate.
Compliance: Ensures contract processes and documentation
comply with applicable local, state, and federal requirements,
University policies and procedures, procurement requirements, and
delegated contracting authority.
Risk Mitigation: Reviews contracts to identify business,
financial, operational, compliance, and contractual risks;
recommends appropriate business terms and risk-mitigation measures
and escalates legal questions or nonstandard legal provisions to
the Office of General Counsel.
Stakeholder Communication: Serves as a resource to
University departments regarding contract requirements,
responsibilities, approvals, obligations, deliverables, and
deadlines; provides guidance and training on contract management
processes and procedures.
Record Keeping: Maintains complete, accurate, and secure
contract records in the University’s designated contract repository
or Contract Lifecycle Management ( CLM ) system, including executed
agreements, amendments, approvals, key dates, renewal notices, and
close-out documentation.
Contract Performance and Vendor Management: Monitors or
coordinates monitoring of vendor performance, deliverables, service
levels, key milestones, financial obligations, and other contract
requirements; supports documentation and resolution of performance
issues, disputes, corrective actions, and remedies.
Contract Development and Review: Prepares, reviews,
revises, and coordinates contract documents, scopes of work,
amendments, renewals, and related documentation using approved
templates, standards, and procedures.
Cross-Functional Coordination: Collaborates with
Procurement, the Office of General Counsel, Risk Management,
Information Technology, Finance, academic and administrative
departments, and other subject-matter experts to obtain required
reviews and resolve contract issues.
Controls and Reporting: Develops and maintains contract
tracking, performance measures, dashboards, reports, and management
information related to contract status, cycle time, expirations,
renewals, obligations, compliance, and other key
contract-management indicators.
Policies, Procedures, and Continuous Improvement:
Assists in developing, implementing, and updating contract
management policies, procedures, templates, playbooks, standards,
workflows, and internal controls; identifies opportunities to
improve contract cycle time, consistency, compliance, and customer
service.
Contract Close-Out and Renewal: Coordinates timely
contract renewals, extensions, amendments, terminations, and
close-out activities, including confirmation of final deliverables,
outstanding obligations, documentation, and required
approvals.
Transitions & Handoffs: Coordinates the transition
of executed contracts into the procure-to-pay process; ensures
applicable contract information is communicated to Procurement and
the requesting department; monitors the timely establishment of
required purchase requisitions and purchase orders; and verifies
that purchase orders appropriately reference and are consistent
with the executed contract.

Education
Required:
Bachelor’s degree from an accredited college or university in
Business Administration, Public Administration, Finance,
Accounting, Supply Chain Management, Law, or a related field.
Preferred:
Master’s degree, Juris Doctor, or other advanced degree in a
related field.
Required Licensing/Certification
Preferred:
- Certified Texas Contract Manager ( CTCM ) certification and/or
Certified Texas Contract Developer ( CTCD ) certification, or
ability to obtain an applicable certification within a timeframe
established by the University.
Knowledge, Skills, and Abilities
Knowledge:
Working knowledge of contract administration principles,
procurement practices, contract terms and conditions, compliance
requirements, and contract lifecycle management.
Skills:
Strong negotiation, analytical, problem-solving, organizational,
project-management, and customer-service skills; ability to manage
multiple contracts and priorities in a deadline-driven
environment.
Technology: Proficiency with Microsoft Office or comparable
productivity software and experience using enterprise,
e-procurement, document-management, or Contract Lifecycle
Management ( CLM ) systems
Communication: Excellent written and verbal communication
skills, including the ability to explain contract requirements and
work effectively with University departments, vendors, and
professional staff.
Work Experience
Required:
Five (5) years of progressively responsible experience in contract
administration, contract management, procurement, strategic
sourcing, or a closely related field, including experience
reviewing, developing, negotiating, or administering
contracts.
Preferred:
- Experience managing contracts in public higher education, Texas
state government, or another public-sector environment.
- Experience with complex, high-value, high-risk, or
institution-wide contracts and vendor performance management.
- Knowledge of State of Texas procurement and contracting
requirements and public-sector contract management practices.
- Experience developing contract-management policies, procedures,
training, performance measures, or process improvements.
- Experience with enterprise resource planning ( ERP ),
e-procurement, or Contract Lifecycle Management ( CLM )
systems.
Working/Environmental Conditions
Routine office environment with frequent interaction in athletics
and event settings.
