Status: Contract, 14-months (starting October 2, 2026)

Job Summary
The Manager, Examination & Assessment Development, oversees all aspects of assessment development activities. The Manager works with an internal team of examination and assessment specialists as well as external subject matter experts (SMEs) on various exam development activities, and works closely with the Director, Examinations & Assessments, to implement initiatives aimed at improving the assessment development processes. The Manager also communicates change initiatives and works cross-departmentally to ensure organizational alignment.
Duties & Responsibilities
Psychometric Support
- Facilitates Subject Matter Expert (SME) workshops such as item development, item review, standard setting, job task analyses, and blueprint validation.
- Works closely with markers on completion of all marking during each examination session.
- Conducts item bank reviews for suitability for assessment and advises staff on improvement areas.
- Adheres to the standards and principles for educational and psychological testing (e.g., Standards for Educational and Psychological Testing, ICE Certification Handbook)
- Fulfills psychometric analyses including item and test analyses, differential item functioning, test construction based on established blueprint parameters; able to conduct other analysis for internal and external stakeholders, as necessary.
- Ability to quickly learn and work with a variety of item authoring and administration software.
- Expertise in proctored exam administration and methods of analyzing academic misconduct/cheating detection.
- Excellent skills in Excel, PowerPoint, Word, Project, SPSS or other psychometric analysis software.
Project Management
- Works with Director to set project scope, deliverables, and timelines for new and existing initiatives.
- Develops and manages schedules and project plans and interacts with staff and SMEs to fulfill deliverables.
- Coordinates troubleshooting measures when required to ensure projects stay within scope, budget, and acceptable timelines.
Process and Workflow
- Designs, optimizes, and updates processes and workflows to align with examination standards and best practices, and implements continuous improvements.
- Coordinates between cross functional teams to ensure alignment with organizational priorities.
- Generates a variety of reports using advanced knowledge of Excel
- Communicates process or exam changes to relevant parties.
Resource Management
- Manages a team of examination and assessment specialists
- Maintains and manages a pool of subject matter experts (SMEs).
- Provides training in assessment development practices to SMEs and instructors.
- Works closely with markers. Provides training and conducts quality audits to ensure adherence to marking standards.
Carries out other duties as assigned.

Education & Experience
- Masters or PhD in educational measurement, industrial and organizational psychology, or a related field.
- At least 5 years-full-time experience in the testing industry serving in a comparable role (education or certification and licensure).

Employment Arrangement
This is a hybrid employment mode. The Insurance Institute requires employees to work in-person in the office a minimum of ten (10) days per month, with the remaining days to be worked from their home location, with exact scheduling as per Institute requirement in consultation with the employee’s manager.
