Job Description

PURPOSE AND SCOPE:

The Manager, Finance and Administration (F&A) Risk and Special Projects, utilizes professional skills to execute complex, often non-routine projects that are strategically important to the financial health and operations of the institution as directed by the Deputy CFO. This position requires collaboration across departments to address financial risks and provide guidance to address those risks. This position identifies opportunities to improve financial processes and procedures for the Finance and Administration (F&A) division while ensuring compliance with relevant state and federal financial regulations, general accounting principles, governmental accounting standards, and internal policies. The Special Projects and Enterprise Risk Manager position reports directly to the Deputy CFO.

ESSENTIAL JOB FUNCTIONS:

  1. Coordinates and conducts projects that are non-routine, high-profile, and complex in nature
  2. Facilitates risk awareness across the division. Identify, assess, and mitigate potential risks of the F&A division by developing and ensuring proactive measures are in place to minimize financial and operational risks and disruptions
  3. Works with the F&A division to develop risk mitigation plans and risk controls
  4. Works with major external vendors, business groups, associations, or agencies with relevant authorities to research and create processes for large-scale implementation of enterprise systems
  5. Manages a comprehensive review of financial processes and controls to identify vulnerabilities and ensure compliance
  6. Conducts research and documents the appropriate accounting treatment of non-routine and/or complex transactions based on Generally Accepted Accounting Principles (GAAP) and the Governmental Accounting Standards Board (GASB)
  7. Collaborates with other departments, divisions, and with external entities to achieve objectives, meet deadlines, and complete projects
  8. Provides assistance to the F&A teams by analyzing financial data, resolving significant data variances and issues, developing and preparing reports, and perform complex data calculations
  9. Acts as an accounting, system and management resource for the F&A division
  10. May review, monitor, and reconcile budgets, providing recommendations for expenditures and approving purchase orders in accordance with established parameters
  11. Responsible for other reasonable, related duties as assigned

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Deep understanding of financial principles and accounting standards
  • Ability to analyze complex financial data, identify trends, and develop effective solutions to address financial and operational challenges
  • Excellent interpersonal and written/verbal communication skills
  • Ability to interpret policy, procedures and data
  • Strong analytical and critical thinking skills
  • Excellent organizational skills with proven ability to work collaboratively with multiple business functions
  • Ability to adapt to changing priorities, manage multiple projects simultaneously, and work effectively
  • Fluent PC computer skills with knowledge of the Microsoft Office suite, and other charting, flowchart, and/or diagram software

PHYSICAL ABILITIES:

The work is generally sedentary while using a computer. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

WORK SCHEDULE AND CONDITIONS:

  • Equipment used includes a laptop with Microsoft Office Suite, Adobe, etc. and phones.
  • Interface with internal and external contacts as needed to carry out the functions of the position.
  • Work may be performed in a climate-controlled office with minimal exposure to safety hazards or remotely as determined by the supervisor.

REQUIRED QUALIFICATIONS:

  • Bachelor's degree and at least 5 years of experience, or an equivalent combination of education and experience
  • Bachelor's degree in accounting, finance, business, or a related field with 150 semester hours of education required for CPA eligibility
  • Certification in one of the following: Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Certified Government Audit Professional (CGAP), Certification in Risk Management Assurance (CRMA), Certified Fraud Examiner (CFE), or Certified Information Systems Auditor (CISA)

PREFERRED QUALIFICATIONS:

  • Master's degree in Business, Accounting, Finance, or a related field
  • Experience in auditing, business process improvement or equivalent
  • Previous experience in higher education or with governmental accounting
  • Certified Public Accountant (CPA), Certified Internal Auditor (CIA)

Salary

Hiring salary range is $77,356 - $88,960

Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education. Should you receive an offer of employment from Lone Star College, the resume submitted in the application process will be utilized to calculate your salary offer.
