Job Description
Responsible for the administration management of the procurement scope of work in the Central Procurement Department, ensuring procurement activities are efficient, compliant and aligned with organizational goals. This role requires leadership, organizational skills, and the ability to optimize processes to meet both financial and operational objectives. The scope includes but is not limited to the following
- Administer and oversee the end-to-end process of procurement activities and ensure compliance with relevant policies, guidelines, procedures and audit requirements.
- Provide guidance to end users on procurement matters, including drafting requirement specifications, procurement documents and administering system steps for sourcing activities (e.g. direct contracting, Invitation-To-Quote, Invitation-To-Tender).
- Review and approve procurement publications, conduct evaluation and recommendations reports, addressing any contractual, financial and vendor-related clarifications.
- Lead, mentor and provide guidance to staff under direct reporting line.
- Develop training materials, creative content (e.g EDM, circulars) and conduct training sessions for end users. Establish guidelines, workflows and procedures aligned with organizational policies.
- Utilize data analytics to review procurement trends and identify areas for cost reduction, strategic sourcing activities and process optimization.
- Monitor and report procurement risk analytics for non-compliant activities to Risk Committee.
- Act as liaison with the NUS team to address any system access, matters and issues.
- Act as liaison for audits and work with Head of Procurement to address any identified gaps and implement necessary controls.
- Work closely with the various stakeholders such as vendors, IT, Safety, Operations team and end users on alignment of requirements. Coordinate with suppliers and Finance Department on invoice matters.
- Perform other duties incidental to the work described therein or as assigned by the supervisor.
Qualifications
- Bachelor’s Degree or equivalent in a related field.
- Minimum 6 to 7 years of relevant work experience with at least 2 years in a managerial related role.
- Prior work experience in a research/academic environment with experience and proficiency in procurement would be advantageous.
- Meticulous and well-organized.
- Able to manage a team, prioritise and multi-task.
- Have strong interpersonal skills and able to work well in teams
- Proficient in general software applications that facilitate work operations such as Microsoft Office programmes and Data Analytic tools.
- Familiarity with SAP Ariba system would be advantageous.
