Job Description
The University of Maryland, Baltimore (UMB), Office of Provost has an opportunity for an MPower Communications and Operations Specialist (MPower Specialist) for the University of Maryland Strategic Partnership: MPowering the State (MPower). Under the direction of the Assistant Vice Provost for MPower Initiatives, the selected candidate will provide support in coordinating operations and managing communications. The MPower Communications and Operations Specialist oversees coordination of administrative activities and event support, and significantly contributes to communication efforts including support in writing, data collection, and website updates. The MPower Communications and Operations Specialist works in collaboration with programmatic leadership to accomplish and improve the programmatic objectives.
MPower is a collaborative partnership between the University of Maryland, Baltimore (UMB) and the University of Maryland, College Park (UMCP) designed to promote innovation and impact in our state and communities. This position requires some in-state travel and the ability to travel to other USM campuses as needed. Access to a reliable form of transportation is required.

Primary Duties
- Responsible for all aspects of coordination for the MPower University of Maryland Strategic Partnership between UMB and the University of Maryland, College Park departments or staff to ensure optimum efficiency and compliance with appropriate policies, procedures and specifications. including day-to-day operations, project management, and contract compliance for a program.
- In collaboration with programmatic leadership, plan, develop, administer and coordinate new or revised goals and objectives for MPower programs. Ensure that goals, objectives, and deliverables specified are accomplished in accordance within priorities, time and funding limitations, or other specifications.
- Provide advanced administrative and research support to the programmatic leadership teams. Evaluate MPower program effectiveness in order to develop and implement new or improved methods.
- Lead development and content of speeches, presentations, articles and other forms of content dissemination. Contribute substantially in the development and implementation of communication and dissemination strategies, including providing oversight to social marketing strategy, media coordination, and maintaining content on website.
- Perform specialized administrative functions, including research and data analyses, program coordination and monitoring, data collection, database creation, surveys, reports, and recommends program changes.
- Support leadership to monitor and maintain relationships with internal and external stakeholders (i.e.: contractors, state agencies, legislature, and sponsors) to ensure compliance with work plan and deliverables.
- Lead preparation of final program and financial reports for submission to management or outside agencies.
- Prepare pre- and post- award reports regarding funding and/or funding continuation from outside sponsors.
- Support leadership to develop and facilitate workshops, meetings, or conferences with high impact on program and/or participants. Coordinate logistics, scheduling, communications, and participation.
- Coordinate program activities through delegation of assignments to staff. May supervise and mentor other support staff.
- Performs other duties as assigned.
Qualifications
Education: Bachelor's degree in communications, public relations, marketing, journalism, business or related field.
Experience: Three (3) years administrative support, coordination of project/program, and/or event coordination experience.
Supervisory Experience: Prior work coordination, training, and daily oversight of staff, students, or volunteers preferred.
Other: Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 undergraduate college credits being equivalent to one year of related experience. In instances where specific education and/or experience is required only directly related education and/or experience may be substituted.

Hiring Range for this position is $62,000 - $69,000, commensurate with education and experience.
