Job Description
Eastern Shore Community College is a member of the Virginia Community College System. The College serves the residents of Accomack County and Northampton County as a two-year institution of higher learning. Operating under policies established by the State Board for Community Colleges and the Eastern Shore Community College Board, the college is financed primarily with state funds, supplemented by contributions from the two counties and the Eastern Shore Community College Foundation.
This position will assist in the responsibility of leading the college's Police and Security Department in support of the mission of ESCC. Assist in the plan, implement, coordinate, monitor, evaluate and direct the specific functions and services of college safety and security, including operating policies, procedures, and methods. Assist in developing and modifying all services, plans, and procedures related to College security, environment health and safety, and emergency preparedness to meet all state and federal regulatory requirements. Perform activities related to ESCC Health & Safety committee. Respond to the safety and security needs of a diverse population of faculty, staff, students, and visitors. Protect life and property and enforce laws of the Commonwealth, as well as the rules and regulations of the College within the appropriate jurisdictional confines. Serve the community by providing professional and efficient community oriented policing services.
Minimum Qualifications:
- Ability to assist with establishing and adhering to schedules and budgets; report on project status; establish, monitor, and enforce established policies and procedures; make staffing assignments to support workload demands for PD/Security; interact with college, county, and state officials; and ensure compliance with state codes and standards.
- Working knowledge of statute enforcement and considerable knowledge of law enforcement and security and safety principles, procedures, and techniques.
- Skills to handle firearms.
- Valid drivers license, clean driving record, and ability operate a state vehicles.
- Ability to give oral and written instructions and to react appropriately in routine and emergency situations.
- Ability to gather information and write factual reports and explain and elicit compliance with policies, rules, and regulation.
- Ability to assist in the overall direction of PD/Security staff to meet the needs of the college, and the ability to work with college faculty, staff, and students in determining needs and expectations.
- Ability to create and implement a comprehensive safety/security and emergency response plan.
- Demonstrated ability to communicate effectively, orally and in writing, and computer skills including software unique to security.
- Must never have been convicted of a felony or a crime involving moral turpitude.
- In-depth understanding of applicable laws, risk management, security procedure, policy, and protocol necessary to inform an immediate and correct response to emergency situations.
- Must be at least 21 years old and possess a high school diploma or GED, per qualifications of Virginia Department of Criminal Justice Services.
- A minimum of three years supervisory, managerial, instructing, or FTO experience in law enforcement.
- Certifications: CPR and first aid training. NIMS/ICS 100, 200, 300, and 700 level.
- Must have met all the requirements set forth by the Department of Criminal Justice Services in 6 VAC 20-20, minimum training standards. Successful completion of background investigation in both the Central Criminal Records Exchange and the Federal Bureau of Investigation.
Additional Considerations:
- Experience in a community college campus policing/security environment, familiarity with the Clery Act, Title IV, and experience in community policing dynamics is an additional consideration.
