Offer Description
The University of Santiago de Compostela hereby announces a selection and evaluation procedure for predoctoral researchers in training associated with Knowledge Generation Projects under the State Programme to Promote Scientific and Technical Research and Knowledge Transfer, within the 2024-2027 State Plan for Scientific, Technical and Innovation Research, for the recruitment of predoctoral researchers associated with the projects listed in Annex I to this Rectoral Resolution, in accordance with the following rules.
This selection procedure shall be governed by Article 12, "Characteristics of the actions for the training of predoctoral researchers associated with projects", of the Order approving the advance processing call for 2025 for the procedure awarding grants for "Knowledge Generation Projects" and actions for the training of predoctoral researchers associated with such projects, within the framework of the 2024-2027 State Plan for Scientific, Technical and Innovation Research; by the Regulations on the Selection of Research Staff and Research Support Staff within the framework of R&D&I activities and programmes, approved by the Governing Council on 27 September 2019 and amended on 29 June 2022; by the Agreement on the professional classification and remuneration conditions of research staff and research support staff of the University of Santiago de Compostela, approved by the Governing Council on 24 July 2020 and amended on 6 June 2022; by the Statutes of the University of Santiago de Compostela, approved by Decree 14/2014 of 30 January; by Organic Law 2/2023 of 22 March on the University System (hereinafter, LOSU); by Law 14/2011 of 1 June on Science, Technology and Innovation; by Law 2/2015 of 29 April on Public Employment in Galicia; and, on a supplementary basis, by Law 39/2015 of 1 October on the Common Administrative Procedure of Public Administrations (hereinafter, LPACAP) and Law 40/2015 of 1 October on the Legal Regime of the Public Sector (hereinafter, LRJSP).
The purpose of this call is to select predoctoral researchers in training who are uniquely associated or linked to one of the research projects listed in Annex I to this call.
The contracts shall be for the performance of research tasks within a specific new project by persons holding a Licenciado, Engineer, Architect or University Graduate degree comprising at least 300 ECTS (European Credit Transfer System) credits, or a University Master's degree, or an equivalent qualification, and who have been admitted to a doctoral programme. Such staff shall be regarded as predoctoral researchers in training. The contract shall also cover a postdoctoral orientation period of up to twelve months. Under no circumstances may persons who already hold a doctoral degree awarded by any Spanish or foreign university be recruited.

Skills/Qualifications
- Without prejudice to the general requirements established in the Regulations on the Selection of Research Staff and Research Support Staff within the framework of R&D&I activities and programmes of the University of Santiago de Compostela, this call is intended for university graduates who, on the closing date for applications, meet the following requirements:
- a) Hold an official Spanish Bachelor's degree, or equivalent, and a University Master's degree, or equivalent, provided that at least 300 ECTS credits have been completed across the two courses of study.
- b) Be enrolled, in the 2025/2026 academic year, in a doctoral programme at the University of Santiago de Compostela at the time the predoctoral contract is formalised. The selected person's contract shall begin within a maximum period of three months from the day following publication of the grant award resolution on the website of the State Research Agency, and necessarily on the first day of the corresponding month.
- c) Persons in any of the following situations may also qualify:
- Hold an official Spanish university degree, or a degree awarded in another country belonging to the European Higher Education Area, which gives access to Master's studies in accordance with Article 18 of Royal Decree 822/2021 of 28 September, establishing the organisation of university education and the quality assurance procedure, and have completed at least 300 ECTS credits in official university studies, of which at least 60 must be at Master's level.
- Hold an official Spanish Bachelor's degree with a duration of at least 300 ECTS credits.
- University graduates who, after obtaining a training position through the relevant entrance examination for specialised healthcare training positions, have successfully completed at least two years of a training programme leading to the official qualification in one of the Health Sciences specialities.
- d) The date of completion of Bachelor's, Licenciatura, Architecture, Engineering, Technical Architecture, Technical Engineering, Diplomatura or equivalent studies under foreign university systems not adapted to the European Higher Education Area (EHEA) must be 1 January 2021 or later.
- e) Hold a qualification obtained under a foreign education system, without the need for formal recognition (homologación), subject to verification by the University that it certifies a level of education equivalent to an official Spanish University Master's degree and that, in the country in which it was awarded, it gives access to doctoral studies. Such admission shall under no circumstances entail formal recognition of the prior qualification held by the person concerned, nor recognition thereof for any purpose other than access to doctoral studies.
- Persons in any of the following circumstances may neither apply nor be recruited under the incentivised scheme:
- a) Having commenced predoctoral training with funding from other grants intended for predoctoral training through the preparation of a doctoral thesis, awarded under the State Plan for Scientific and Technical Research and Innovation or any previous National Plan, predoctoral grants from the Autonomous Community of Galicia, or any other predoctoral training programme.
- b) Holding a doctoral degree awarded by any Spanish or foreign university.
Specific Requirements
Selected persons shall be recruited under the predoctoral contract modality regulated by Article 21 of Law 14/2011 of 1 June and Royal Decree 103/2019 of 1 March. They must take up their posts within the maximum period established in Article 12.1 of the Order approving the advance processing call for 2024 for the procedure awarding grants for "Knowledge Generation Projects" and actions for the training of predoctoral researchers associated with such projects, within the framework of the 2024-2027 State Plan for Scientific, Technical and Innovation Research.
Where a person has previously been employed under a predoctoral contract, the duration of the new contract may not exceed the maximum established in Article 21(c) of Law 14/2011 of 1 June.
Predoctoral researchers shall necessarily take up their posts on the first day of the corresponding month, in accordance with the first paragraph of this section.
On the contract start date, enrolment in a USC doctoral programme on a full-time basis shall be an essential requirement. This requirement must be maintained throughout the entire duration of the predoctoral contract.
In accordance with Articles 20 and 21 of the aforementioned Law 14/2011 of 1 June, where a researcher in training obtains a doctoral degree or completes their period of enrolment in the doctoral programme during the implementation period of their contract, a postdoctoral orientation period of up to twelve months shall be funded, intended for professional development and specialisation, without prejudice to the provisions on interruptions and extensions of the implementation period laid down in Article 25.7 of the Order approving the advance processing call for 2024 for the procedure awarding grants for "Knowledge Generation Projects" and actions for the training of predoctoral researchers associated with such projects, within the framework of the 2024-2027 State Plan for Scientific, Technical and Innovation Research.
Without prejudice to the foregoing, remuneration under the contract may not be less than 56% of the salary established for equivalent categories under the applicable collective agreements during the first year, 60% during the second year, and 75% during the third and fourth years. Nor may it be lower than the statutory minimum wage established each year, pursuant to Article 27 of the Consolidated Text of the Workers' Statute. For the purpose of setting the above remuneration, the minimum reference shall be the category corresponding to Group 1 of contracted staff in the salary table set out in the Single Collective Agreement for Contracted Staff of the General State Administration.
Selected persons holding a foreign qualification must submit, at the time the contract is signed, the application for a declaration of equivalence to the qualification and academic level required under the call in which they were selected, or for formal recognition (homologación) in the case of qualifications giving access to a regulated profession, in accordance with Royal Decree 967/2014 of 21 November, which establishes the requirements and procedure for formal recognition and declarations of equivalence of foreign higher-education qualifications and official university academic levels, for validation of foreign higher-education studies, and the procedure for determining correspondence with the levels of the Spanish Qualifications Framework for Higher Education for the official qualifications of Architecture, Engineering, Licenciatura, Technical Architecture, Technical Engineering and Diplomatura.
7. INCOMPATIBILITIES
The contracts covered by this call shall be subject, as regards incompatibilities, to Law 53/1984 of 26 December on Incompatibilities of Staff in the Service of Public Administrations.
Research staff recruited under this call may collaborate in teaching tasks for up to 60 hours per year, at their own request, subject to a favourable report from the doctoral thesis supervisor and authorisation from the corresponding Department. Such collaboration may not result in a reduction in the teaching load of the Department assigning it.

Eligibility criteria
The evaluation and selection process for the person to be recruited must guarantee the principles of competitive participation, publicity and transparency. It shall be the responsibility of the beneficiary institution, which may carry out these activities before publication of the grant award resolution.
Positions shall be filled by a merit-based competitive selection procedure, through assessment according to the following scoring criteria:
- Criterion 1. Academic and/or scientific and technical track record of the candidate (up to 50 points).
- a) Sub-criterion 1(a): Scientific and technical contributions (up to 45 points). The candidate's academic record and other curricular merits shall be assessed, as shall their suitability for the tasks to be performed in light of their training and professional experience.
- b) Sub-criterion 1(b): Mobility and internationalisation (up to 5 points). The relevance and impact on the candidate's research career of stays at national and international centres and/or in industry shall be assessed, taking into account the prestige of the host institution and the activities carried out there.
- Criterion 2. Suitability of the candidate for the research activities to be carried out (up to 50 points). The candidate's suitability for the programme, project or research activities to be carried out shall be assessed on the basis of their previous training and experience. Consideration shall be given to the added value that carrying out the project would represent for their research career, as well as the value they would bring to the host centre and team.
Selection process
Applications shall be evaluated by a committee appointed by USC in accordance with the evaluation criteria set out in the preceding section. For that purpose, the committee shall request an evaluation report from the principal investigator(s) of the research activity in which the applicant would be integrated. Each principal investigator shall carry out the scientific and technical evaluation of all applications assigned to their research project in accordance with the evaluation criteria, and shall draw up a scientific and technical evaluation report for each application on that basis.
For each research project, the application with the highest score shall be proposed for funding, provided that it has obtained a score of 65 points or more.
A waiting list shall be drawn up, for each research activity for which applications were submitted, to replace the applicant proposed for the award in the event of withdrawal. The list shall be ordered by score and shall include applicants who obtained 65 points or more and were not proposed for recruitment.
In accordance with the Regulations on the Selection of Research Staff and Research Support Staff within the framework of R&D&I activities and programmes, the body responsible for processing the procedure (the Vice-Rectorate for Research and Open Science), having regard to the evaluation committee's report, shall issue a provisional proposed decision. This proposal shall be notified to the interested parties by publication on the USC Electronic Notice Board and on the website of the USC Vice-Rectorate for Research and Open Science. The proposed decision shall contain the list of selected applicants and the waiting list, together with the respective research activities to which they are linked.
Additional comments
The final decision shall be issued by the Rector of the University and published on the website of the Vice-Rectorate for Research and Open Science and on the USC Electronic Notice Board.
The decision concluding the award procedure exhausts the administrative route. An optional administrative appeal for reconsideration (recurso de reposición) may be lodged with the body that issued it within one month where the decision is express; where it is not express, the appeal may be lodged from the day following the date on which the maximum period for deciding the award procedure expires, in accordance with Articles 123 and 124 of Law 39/2015 of 1 October.
Without prejudice to the foregoing, an application for judicial review before the Administrative Court of Santiago de Compostela may be lodged against the decision concluding the award procedure within two months where the decision is express, or within six months where it is not express, in accordance with Articles 9.1(c) and 46 of Law 29/1998 of 13 July governing the Administrative Courts.
