Salary Range: Up to $48,000 annualized, commensurate with education, experience and qualifications.

Hours: up to 40 hours per week, non-exempt.

Essential Functions

Job Summary

Provide proficient purchasing knowledge and skills in performing various standard procurement-related duties within the department.

Core Responsibilities

  1. Facilitates procurement projects associated with an unlimited range of standard goods and services, referring to a superior on all non-standard projects.
  2. Receives and evaluates departmental requisitions, identify potential suppliers, and analyze and select appropriate procurement methods based on established procurement requirements and best value criterion.
  3. Analyzes and develops specifications for an unlimited range of goods and draft certain scopes of work for review by upper-level staff.
  4. Develops, coordinates, and facilitates formal competitive bids, including conducting evaluations and determining best value, analyzing supplier responses, creating related documentation, and making recommendations for award.
  5. Executes and administers purchase orders in accordance with applicable procurement regulations, policies, and procedures.
  6. Directly coordinates with appropriate University departments and pertinent contractors at all stages of the procurement process to ensure best value is secured in accordance with all applicable State, System and University procurement regulations, polices, and procedures.
  7. Confers with and provides direction to departmental personnel regarding development of specifications and standard procurement rules, regulations, and processes.
  8. Provides direction to departmental personnel on routine issues and concerns related to procurement, referring to a superior on all non-routine procurement issues; monitors and investigates issues and assist with problem resolution.
  9. Establishes and maintains effective business community relations and provide procurement direction to contractors and other external customers.
  10. Coordinates with the University's Historically Underutilized Business (HUB) Manager to actively promote and positively impact the HUB program.
  11. Maintains proper procurement files and records relating to the purchasing and contracting process.
  12. Research and recommends new supply sources to support the efficient delivery of services and equipment.
  13. Identifies process improvement opportunities to further procurement strategies.
  14. Performs other duties as assigned.

Required Qualifications

  • Associates degree from an accredited institution.
  • Must possess one of the following certifications:
    • Institute for Supply Management: Accredited Purchasing Practitioner (A.P.P.), Certified Purchasing Manager (C.P.M.), Certified Professional in Supply Management (CPSM)
    • National Institute of Government Purchasing: Certified Public Purchasing Buyer (CPPB), Certified Public Procurement Officer (CPPO), NIGP Certified Procurement Professional (NIGP-CPP)
    • State of Texas: Certified Texas Purchaser (CTP), Certified Texas Contract Manager (CTCM), Certified Texas Purchasing Manager (CTPM) (Required within 180 days of hire), Certified Texas Contract Developer (CTCD) (Required within 180 days of hire)
  • One (1) year of purchasing-related experience.
  • Demonstrated experience in analyzing complex issues and working with multiple deadlines on time-sensitive projects.
  • This position requires the ability to maintain the security and integrity of UTSA and its infrastructure.

Knowledge, Skills, and Abilities

  • Proficient in Microsoft Office Suite.

Working Conditions

Office environment. Ability to travel to and from meetings, training sessions or other business-related events. Workdays, areas, and work hours may vary based on the needs of the department.

Physical Demands

Sedentary work; sitting most of the time. Jobs are sedentary, if walking and standing are required, only occasionally. Ability to exert up to 10 pounds of force to life, carry, push, pull or otherwise move objects.

This position primarily works remotely in Texas but may work on campus on an infrequent basis (approximately four days or less per month). When an employee is required to work on campus, travel and parking expenses are the employee's responsibility. Applicants must be adaptable and open to working in both environments.
